Prime Minister Pham Minh Chinh has just signed Decision No. 762, reappointing Lieutenant General Bui Quoc Oai to hold the position of Political Commissar of the Vietnam Coast Guard. This decision takes effect from June 1, 2025.

Lieutenant General Bui Quoc Oai was born in 1969, his hometown is Hanoi. He was the Political Commissar of Division 312, Corps 1. Since 2016, he has been Assistant to the Minister of National Defense and Deputy Chief of the Office of the Ministry of National Defense.

Since June 2020, Mr. Bui Quoc Oai, then holding the rank of Major General, was appointed to the position of Political Commissar of the Vietnam Coast Guard.

According to the Law on Vietnam Coast Guard, the Vietnam Coast Guard is a people's armed force, a specialized force of the State, acting as the core in enforcing the law and protecting national security, order and safety at sea.

The Vietnam Coast Guard has the function of advising the Minister of National Defense to promulgate, within its authority, or propose to the Party and State, policies and laws to protect national security, order and safety at sea; protect sovereignty , sovereign rights and national jurisdiction in Vietnam's sea areas; manage security, order and safety and ensure compliance with Vietnamese law, international treaties to which Vietnam is a member, and international agreements within its authority.

The Vietnam Coast Guard operates in Vietnam's waters to perform its functions, duties and powers as prescribed by law. In cases of humanitarian and peaceful purposes, the fight against crime and law violations, the Vietnam Coast Guard is allowed to operate outside Vietnam's waters; when operating, it must comply with Vietnamese law, international treaties to which Vietnam is a member, and international agreements related to the functions, duties and powers of the Vietnam Coast Guard.
