Reporting at the meeting, Vice Chairman of Vinh Cuu District People's Committee Nguyen Le Song Toan said that in 2014, the district had a compensation plan, in 2018, there was a plan for additional compensation for Mr. Tran Van Thanh's household and some other cases to implement the Thanh Phu Industrial Park infrastructure construction investment project, with a total compensation amount of nearly 22 billion VND.
However, at that time, Mr. Tran Van Thanh's household did not agree with the compensation price. After that, the District People's Committee proposed and was approved to rebuild the second additional compensation plan, with 2 price options proposed: option 1 with a total compensation price for land of more than 79 billion VND, and option 2 with a total compensation price for land of nearly 95 billion VND.
According to the Department of Agriculture and Environment, both options proposed by Vinh Cuu district are not in compliance with current regulations and the district has not proposed any option. The above project has undergone 3 changes to the Land Law and according to current law, Vinh Cuu district has the authority to approve compensation, support and resettlement plans for the remaining households.

Mr. Nguyen Ba Chuyen, General Director of Sonadezi Long Binh Joint Stock Company (investor of Thanh Phu Industrial Park infrastructure project) said that the above project was approved by the Provincial People's Committee in 2010, with an area of 177 hectares. After 25 years, the project has only recovered 78% of the land, the rest is leopard skin land, including Mr. Tran Van Thanh's household and some other households. Regarding compensation, in 2014, when the first compensation plan and additional compensation adjustment plans were available, the enterprise transferred the payment.
“Businesses really need land, the sooner the better, to attract investors and improve land use efficiency. Businesses are ready with compensation money, hoping that the authorities will resolve the issue quickly and thoroughly, in the spirit of harmonizing the interests of the state - businesses - people and in accordance with the law,” Mr. Chuyen suggested.
Concluding the meeting, Vice Chairman of the Provincial People's Committee Ho Van Ha said that the province is lacking industrial park land but the prolonged compensation and site clearance for this project not only fails to attract investors but also wastes resources because of the delay in putting the land into use.
The Vice Chairman of the Provincial People's Committee requested that within 1 week, Vinh Cuu district must report the entire incident and propose a solution. The Chairman of Vinh Cuu district People's Committee is fully responsible for this incident. The viewpoint is to resolve all existing problems regarding compensation and land support of this industrial park before June 30, 2025.
