Article 10 of Resolution No. 190/2025/QH15 stipulates the handling of a number of issues related to the reorganization of the state apparatus, including regulations on documents and papers issued and granted by competent agencies and positions as follows:
Documents and papers issued and granted by competent authorities and titles
1. Documents and papers that have been issued or granted by competent agencies or positions before the reorganization of the state apparatus and have not expired or have not expired shall continue to be applied and used in accordance with the provisions of law until they expire or are amended, supplemented, replaced, abolished, cancelled or revoked by the agency or position receiving the functions, tasks and powers or the competent agency or person.
2. Organizations and individuals shall not be required to carry out procedures to issue and replace documents issued by competent agencies and positions before implementing the reorganization of the state apparatus when these documents have not expired, except in cases where the law provides otherwise.
3. The Prime Minister shall annul legal documents that are no longer applicable and were issued by Ministers or Heads of ministerial-level agencies or jointly issued by Ministers or Heads of other ministerial-level agencies before the reorganization of the state apparatus, but after the reorganization, the competent authority to annul the documents cannot be identified.
Thus, it can be understood that after the province merger, the license plate that has not expired or has not expired can still be used normally without having to be changed.
However, there will still be cases where vehicle registration certificates and license plates must be changed after the merger as stipulated in Article 18 of Circular 79/2024/TT-BCA as follows:
- Vehicle registration certificate, license plate is blurred or damaged.
- Modified car; car with changed paint color.
- Registered vehicles with white background license plates, black letters and numbers are changed to yellow background license plates, black letters and numbers (vehicles operating in the automobile transportation business) and vice versa.
- Change vehicle owner information (vehicle owner name, identification number) or vehicle owner needs to change vehicle registration certificate to new address.
- The vehicle registration certificate has expired.- Change the old vehicle registration certificate and license plate to a vehicle registration certificate and license plate according to the provisions of this Circular; the vehicle owner needs to change the short license plate to a long license plate or vice versa.
