Implementing the Resolution of the National Assembly Standing Committee on the arrangement of district and commune-level administrative units in the 2023-2025 period of 21 provinces and centrally run cities, from January 1, 2025, Thuy Nguyen district officially became a city under Hai Phong city and An Duong district also officially became a district.

Thuy Nguyen district will officially become a city from January 1, 2025 with 21 commune-level administrative units, including 17 wards and 4 communes.

The model of Thuy Nguyen City becoming a city under Hai Phong City is currently in Ho Chi Minh City, when Thu Duc City is a city under the city.

Accordingly, part of the natural area of ​​Dong Hai 1 ward (Hai An district) and Thuy Trieu commune, Thuy Nguyen district will be merged and Thuy Nguyen city will be officially established.

After its establishment, Thuy Nguyen city had an area of ​​269.10 km2 and a population of 397,570 people. Most of the communes and towns of Thuy Nguyen city were re-established into wards.

After the reorganization, Thuy Nguyen City has 21 commune-level administrative units, including 17 wards and 4 communes: Bach Dang, Lien Xuan, Ninh Son, Quang Trung. Of which, many wards were merged from the population and natural area of ​​the previous communes. Some wards and towns still retain their original administrative boundaries and natural population.

According to the plan, Thuy Nguyen district will become an industrial, commercial, service, financial center... an industrial gateway of Hai Phong city with the industrial corridor of the Northern key economic region.

An Duong district will also become a district from January 1, 2025.

An Duong District becomes a district: The western urban gateway of the city

According to the Resolution of the National Assembly, An Duong district was established on the basis of the entire natural area of ​​78.96 km2 and population of 171,227 people of An Duong district.

An Duong District includes 10 wards: An Dong, An Hai, An Hoa, Dong Thai, Hong Phong, Hong Thai, Le Loi, Le Thien, Nam Son and Tan Tien. An Duong District borders Hong Bang, Kien An, Le Chan districts, An Lao district and Hai Duong province.

An Duong District is identified as a new urban space in the West of the city, a center of high-tech industry, logistics services, trade, service, healthcare, education, science and technology in the Northern Coastal region.

Also according to the orientation, An Duong district will add urban functions and infrastructure to reduce the load on the historical urban center. Multi-functional commercial service centers on the main urban roads, logistics and industrial service centers on National Highway 10 and National Highway 5, and regional public functional areas for health, education and commercial services will be built...

Along with that, there is also a Resolution on the arrangement of commune-level administrative units in Hai Phong City, specifically: Tien Lang District after the arrangement has 19 commune-level administrative units, including 18 communes and 1 town. Vinh Bao District, after the arrangement has 20 commune-level administrative units, including 19 communes and 1 town.

Kien Thuy district, after the arrangement, has 16 commune-level administrative units, including 15 communes and 1 town. Ngo Quyen district, after the arrangement, has 8 wards; Le Chan district, has 7 wards; Kien An district has 7 wards.
