According to the Minister, after the administrative restructuring, kindergartens, primary schools and secondary schools will be transferred from the district level to the commune level, while the provincial level will still manage high schools. On average, each commune and ward will have about 7,000 students. Localities will prioritize schools to operate normally, not to merge mechanically, and at the same time, to assign management responsibilities between the two levels.
It is expected that from the next school year, the Education sector will recruit students based on the principle of proximity to home instead of according to administrative boundaries as it is currently. This is based on the Geographic Information System (GIS).

Ho Chi Minh City is the first locality in the country to use GIS maps to enroll students in grades 1 and 6 from 2023. Students are assigned places to study based on their actual place of residence. This method is considered to create many conveniences in traveling and picking up students and parents, limiting the situation of "running" for household registration and studying in the wrong area.
Mr. Tran The Cuong, Director of the Hanoi Department of Education and Training, also said that the Department is calculating digital transformation and deploying a geographic information system (GIS digital map) to serve the enrollment work for grades 1 and 6. At that time, students will be assigned to enrollment routes according to the positioning system of the digital map.
“Students will be able to study at schools near their homes instead of being assigned to wards as is currently the case,” said a leader of the Hanoi Department of Education and Training. The digital map will help calculate the distance from home to school, making it easier for students and parents to travel.
