From today, couples can decide for themselves the number of children.

The Standing Committee of the National Assembly passed the Ordinance amending Article 10 of the Population Ordinance.

The Ordinance amending Article 10 of the Population Ordinance was just passed by the National Assembly Standing Committee at the meeting on the afternoon of June 3 and took effect immediately upon approval.

According to the new decree, each couple and individual can decide on the time of giving birth, the number of children and the interval between births in accordance with the age, health status, learning conditions, labor, work, income and child-rearing of the individual or couple on the basis of equality.

Also according to the newly approved regulations, couples and individuals have the right and obligation to protect their health, take measures to prevent reproductive tract infections, sexually transmitted diseases and perform other obligations related to reproductive health.

Previously, Minister of Health Dao Hong Lan, when presenting the Government's report, said that some countries with similar characteristics to Vietnam have not maintained birth control policies. Therefore, amending the regulations on limiting the number of children is necessary and consistent with international experience.

The Minister of Health emphasized that this regulation aims to overcome the difference in birth rates between regions and groups, avoiding a birth rate that falls too low and does not reach the replacement level - which could have negative impacts on sustainable economic , social, security and defense development in the future.

Ms. Lan said that according to some current studies, the desire to have two children is still popular in society, but not all couples can realize that wish. Other factors in life greatly influence people's decision to have children, according to the Minister.

After the ordinance is passed, the Government expects that the birth rate will increase in the short term, but the increase will not be significant.

The Ministry of Health said the national fertility rate is trending below replacement level and is expected to continue to fall in the coming years.

According to forecasts, by 2039, Vietnam will end its golden population period, in 2042 the working-age population will peak and after 2054 the population will begin to grow negatively.

The consequences of a prolonged low birth rate will lead to a shortage of labor force, a decline in population size, accelerated population aging, and negative impacts on socio-economic development.

According to the provisions of the Ordinance amending Article 10 of the 2003 Population Ordinance, amended in 2008 and effective from 2009, couples and individuals are only allowed to have one or two children, except in special cases prescribed by the Government.

Regarding this issue, the Politburo decided not to discipline cases of giving birth to a third child or more and not to retroactively discipline cases that have already been disciplined.
