From May 5, the Ministry of Industry and Trade is the focal point for granting C/O to businesses.

The Import-Export Department (Ministry of Industry and Trade) said: From May 5, 2025, the Ministry of Industry and Trade will unify a single point of contact to issue C/O, implement digital procedures, facilitate businesses, and prevent origin fraud.

Accordingly, the Ministry of Industry and Trade revokes the right to issue Certificates of Origin (C/O), issue Certificates of Origin of Goods with unchanged origin and receive registration of Certificate of Origin codes under the general preferential tariff regime of Norway and Switzerland for the Vietnam Federation of Commerce and Industry (VCCI). From May 5, 2025, the issuance of non-preferential C/Os, CNMs and registration of REX codes will be carried out at C/O issuing agencies of the Ministry of Industry and Trade.

Thus, enterprises can request preferential C/O issuance under Free Trade Agreements and non-preferential C/O at the same agency or organization issuing C/O of the Ministry of Industry and Trade, unifying a single focal point for state management agency on origin of goods.

For non-preferential C/Os (specifically C/O form B), the Minister of Industry and Trade has directed functional units under the Ministry of Industry and Trade to urgently set up necessary work, immediately digitize on the eCoSys System to reform administrative procedures, create smooth conditions for businesses to proceed with the issuance of electronic C/Os. This process helps businesses save time when requesting C/O issuance, minimizing travel costs.

The implementation of the electronic C/O issuance process according to Notice No. 619/TB-XNK dated April 28, 2025 of the Import-Export Department (Ministry of Industry and Trade). The implementation of C/O issuance according to the new regulations aims to create favorable conditions for businesses. At the same time, it is public, transparent, simple, electronic, unified under a single management point of the Ministry of Industry and Trade, contributing to the prevention of fraud of goods origin, illegal transshipment with the goal of double-digit export growth.
