Consulting and reviewing the Draft Project on Digitization and digital transformation of the record system into the operations of administrative agencies at all levels

On November 22, the Provincial Union of Science and Technology Associations held a consultation workshop on the Project of Digitization and digital conversion of ISO 9001:2015 records and documents (from paper to electronic) into the operations of provincial, district and commune administrative agencies in Vinh Phuc province.

The application, maintenance and improvement of the quality management system according to national standard TCVN ISO 9001:2015 in the province has received the attention and support of the Provincial Party Committee, People's Council, Provincial People's Committee and the active participation of all levels and sectors; the proactive consultation and proposal of the Standing Office of the ISO Steering Committee has achieved high results.

The province currently has 175 agencies maintaining the application of the quality management system according to national standard TCVN 9001:2015 (39 provincial-level professional agencies and district-level administrative units are required to apply; 136 communes, wards and towns are encouraged to apply); 100% of provincial-level professional agencies, district-level administrative units are required and commune-level units are encouraged to apply; 100% of provincial-level professional agencies, district-level administrative units are required and encouraged to apply have applied, maintained and improved the quality management system according to national standard TCVN ISO 9001:2015.

However, there are many documents on ISO, the legal document system is always changing, leading to the processes, instructions and forms drafted when building ISO will quickly become outdated, taking a lot of time to update, modify the document system and remove old documents, issue new documents causing waste; organizing annual ISO operational assessments on paper copies of agencies takes a lot of time and effort...

Therefore, the implementation of digitization, conversion of ISO 9001:2015 records and documents (from paper to electronic copies) and electronic ISO into the operations of provincial state administrative agencies will provide administrative agencies from provincial to communal levels with a system that complies with ISO 9001:2015 standards and is capable of interconnecting with the e-government system to resolve level 3 and level 4 administrative procedures, serving administrative reform in accordance with Decision No. 19/2014/QD-TTg, the Government 's policy on building e-government.

The project of Digitization and digital transformation of ISO 9001:2015 records and documents (from paper to electronic) into the operations of provincial, district and commune-level administrative agencies in the province, invested by the Department of Science and Technology, will be implemented in the period from 2023 to 2030 at 41 units (9 districts, cities and 20 departments, branches and 12 branches) and will be replaced from paper to electronic, digitized and digitally converted with QR codes, integrated on the electronic information pages of agencies to publicize the management process, work organization, and settlement of administrative procedures for organizations and citizens; with a total cost of more than 14.8 billion VND.

Commenting on the draft project, delegates attending the workshop requested the consulting unit to clarify the necessity of developing the project; the content of the ISO 9001:2015 system of records and documents; concepts and definitions of components of records and documents; scope of digitization for each type of records and documents; assessment of the current status of using electronic ISO software in Vinh Phuc ; supplementing survey data on the ISO 9001:2015 system of records and documents in Vinh Phuc province... This is a project to deploy the application of regulations on quality, digitization and digital transformation, so further research and supplementation and editing are needed to ensure feasibility.
