Tuyen Quang affirms the right direction in sustainable poverty reduction work

With high political determination and the synchronous participation of the entire political system, Tuyen Quang has effectively implemented many comprehensive poverty reduction solutions, aiming at sustainable development. Practical policies, suitable to local characteristics, have contributed to changing the face of rural and mountainous areas; strengthening people's trust in the Party's policies and guidelines, and the State's policies. From spacious houses springing up in the mountains and forests, concrete roads connecting villages, to livelihood models bringing stable income - all are continuing the proud story of change in the revolutionary homeland of Tuyen Quang.

To effectively implement the sustainable poverty reduction target for the 2021 - 2025 period, Tuyen Quang province has mobilized and allocated thousands of billions of VND from national target programs and local budget sources, synchronously implementing many key projects towards improving infrastructure, improving people's lives and livelihoods, especially in remote, isolated areas and ethnic minority areas.

Resources are prioritized for investment in socio -economic development projects in extremely difficult areas; supporting housing, land, water, education, healthcare and sustainable livelihoods for poor households. Thanks to that, the appearance of the province's mountainous rural areas has improved, infrastructure has been improved, and the material and spiritual life of the people has been increasingly enhanced.

National target program to change the face of rural and mountainous areas of Tuyen Quang province.

According to information from the Department of Agriculture and Environment of Tuyen Quang province, as of July 1, 2025, the poverty rate in the whole province decreased from 23.45% to 10.19%, an average decrease of 4.42% per year, far exceeding the target of 3%/year. Notably, the poverty rate among ethnic minorities decreased from 37.31% to 16.04%, achieving a reduction rate twice as fast as planned. During the period of 2021 - 2024, Tuyen Quang reduced the poverty rate by 13.26%. Before the merger on July 1, 2025, Ha Giang province also achieved many positive results when the number of multidimensional poor households at the end of 2024 decreased to 69,740 households (36.35%), a decrease of 11,711 households compared to the previous year, equivalent to a decrease of 6.26%, exceeding the set target.

The total mobilized resources of the two former provinces of Ha Giang and Tuyen Quang in the period of 2021 - 2025 reached over 64,000 billion VND, demonstrating the determination and consensus of the Party Committees, authorities and people of the two localities in implementing the National Target Programs, creating a clear change in poverty reduction work.

Along with investment in infrastructure and livelihoods, propaganda work, raising awareness and responsibility of cadres, party members and people have been promoted. Policies to support vocational training, preferential credit, job creation, health insurance, legal aid, etc. have been implemented synchronously, contributing to promoting socio-economic development, improving the quality of life for people, especially ethnic minorities, creating a solid foundation for the goal of sustainable poverty reduction in the following years.

According to Ms. Vuong Ngoc Ha - Member of the Provincial Party Standing Committee, Vice Chairman of the People's Committee of Tuyen Quang province, in the coming time, the province will focus on supporting the conversion of suitable crops and livestock, connecting value chains, encouraging cooperatives and social enterprises; creating conditions for people to borrow preferential loans, agricultural insurance and business skills training programs.

Besides the achieved results, Tuyen Quang also frankly acknowledged the remaining difficulties such as: some guiding policies are still slow; the integration of capital sources between programs sometimes overlaps; grassroots staff lack experience in management and practical application.

To overcome the limitations, the province focuses on reviewing and classifying each poor household to provide personalized support, instead of providing widespread support. Preferential capital sources are effectively integrated, prioritizing support for production land, high-quality seedlings and breeds suitable to local conditions. At the same time, the province promotes vocational training, technology transfer, and supports product consumption connections through cooperatives and enterprises. After households escape poverty, the government continues to maintain post-poverty support policies for 1-2 years in terms of capital, health care, education and livelihoods, helping people have conditions for stable economic development, minimizing re-poverty.

Looking back over the past period, it can be affirmed that Tuyen Quang has been on the right track in sustainable poverty reduction. Practical support policies are close to reality, resources are allocated promptly and people are always placed at the center. Today's achievements are not only measured by the reduction in the number of poor households, but also by the change in awareness, from "being supported" to "self-reliance". With perseverance, flexibility and creativity in the way of doing things, Tuyen Quang is gradually realizing the goal of "multidimensional, sustainable and inclusive poverty reduction", so that every village, every rural area, especially remote areas, has the opportunity to develop, contributing with the whole province to build Tuyen Quang to be increasingly "green, harmonious, unique and happy".
