Opening the conference, Comrade Nguyen Van Son, Chairman of the People's Committee of Tuyen Quang province, emphasized that, in response to the requirement of innovation and reorganization of the State apparatus to be streamlined, effective and efficient, on May 5, 2025, the 15th National Assembly passed Resolution No. 194/2025/QH15 on amending and supplementing a number of articles of the 2013 Constitution; at the same time, passed Resolution No. 195/2025/QH15 on the establishment of the Committee for Drafting Amendments to the Constitution.
The scope of the amendment focuses on the provisions of the 2013 Constitution on the Vietnam Fatherland Front, socio-political organizations, and the demarcation of administrative units and local government organizations.
The amendment and supplementation of the Constitution aims to create a constitutional basis for the synchronous and unified implementation of the Party's policy on streamlining the apparatus from the central to the grassroots levels, ensuring efficiency, effectiveness, and suitability for the two-level local government organization model, contributing to bringing the country into an era of strong and prosperous development.

At the conference, delegates listened to the implementation of basic contents and key issues to solicit opinions on the draft Resolution amending and supplementing a number of articles of the 2013 Constitution of the Socialist Republic of Vietnam.
Delegates discussed and contributed opinions on the contents of amendments and supplements to Articles 9, 10, Clause 1, Article 84, Article 110, Clause 2, Article 111, Clause 2, Article 112, Clause 1, Article 114, Clause 2, Article 115 of the 2013 Constitution.
The opinions closely follow the guidelines and orientations on the scope of amending and supplementing the Constitution approved at the 11th Conference of the 13th Party Central Committee.
Concluding the conference, Vice Chairman of the People's Committee of Tuyen Quang province, Hoang Viet Phuong, requested that agencies, units and localities proactively and promptly organize to collect opinions on the draft Resolution at agencies, units and localities, ensuring the correct subjects, content, form and time according to regulations.
Comrade Hoang Viet Phuong requested agencies, units and localities to promote timely and widespread communication to all classes of people about the amendment of the 2013 Constitution, maximizing the role and responsibility of information agencies, press and media so that people can clearly, correctly and fully understand the purpose, meaning and contents of the amendment of the Constitution.
In addition, agencies, units and localities need to propagate and mobilize people from all walks of life to directly contribute opinions on the VNeID application, the National Assembly Electronic Information Portal, the Government Electronic Information Portal or send written opinions to the agencies responsible for synthesizing opinions. The time for collecting opinions is from May 6, 2025 and completed on May 25, 2025.
The Vice Chairman of the People's Committee of Tuyen Quang province assigned the Department of Justice to be responsible for guiding, monitoring, and urging the organization of collecting opinions, synthesizing the results of collecting opinions on the draft Resolution amending and supplementing a number of articles of the 2013 Constitution; synthesizing the results of collecting opinions from agencies, units, and localities, and developing a draft report summarizing the results of collecting public opinions in the province to report to the Government according to regulations.
