According to the decision of the Minister of Education and Training promulgating the standard training program in the field of law at university level, the list of statistics of majors in the field of law according to current regulations includes: law, constitutional law and administrative law, civil law and civil procedure, criminal law and criminal procedure, economic law, international law.

In addition to the training majors listed in the list, majors that are permitted by the Minister of Education and Training to be piloted or added to the list of university-level training in the field of law must comply with the provisions of this training program standard.

Graduates of university-level legal training programs are awarded a bachelor's degree.

Input standards assess math and literature knowledge

Notably in this document are the regulations on entrance standards for training programs. Accordingly, students of university-level legal training programs must meet specific requirements.

First is to have graduated from high school or equivalent.

Second, the total minimum admission score must reach 60% of the maximum assessment score of the scale. Training institutions set admission standards based on exams, admissions and other forms of assessment or specific requirements on knowledge, capacity, qualities, and experience for learners of each training program, but must ensure that knowledge of mathematics and literature, or mathematics or literature, is assessed and reaches at least 60% of the maximum assessment score of the scale.

Candidates for all forms of university-level legal training must meet the above conditions, except in cases where candidates already have a university degree.

The university-level legal training program has a minimum of 120 credits (not including physical education and national defense and security education according to current regulations). Of which, political theory knowledge is implemented according to the regulations of the Ministry of Education and Training and the basic and core components of the industry are required in the entire training program, accounting for a maximum of 65% of the remaining total credits.

There are permanent lecturers teaching core industry knowledge groups.

The teaching staff and support staff of the training institution implementing the university-level legal training program also have specific requirements.

Lecturers participating in teaching must have a minimum master's degree in a field relevant to the subject they teach. Each year, lecturers publish at least 1 scientific work.

Lecturers of law courses must ensure that within 5 years from the time of being assigned to teach, they meet one of the following conditions: have at least 2 articles or scientific reports in domestic publications with a score of 0.5 or higher or in foreign journals in the list of journals recognized by the State Council of Professors of Law; be the author or co-author of 1 monograph or 1 book chapter published by a domestic or foreign publisher.

In addition, there must be at least 1 PhD who is a full-time lecturer with appropriate expertise in the legal field to preside over the teaching of each group of compulsory knowledge belonging to the core components of the training program in accordance with his/her expertise; these lecturers have at least 3 years of experience in the legal field.

The regulation also clearly states that there must be enough permanent lecturers to teach at least 70% of the teaching volume in the training program...

The decision to promulgate the standard training program in the field of law takes effect from the date of signing (March 14). In the 2025 university enrollment plan, schools have their own regulations on enrollment in majors in this field. For university-level training programs in the field of law that were issued before this decision, training institutions are responsible for reviewing and updating to ensure that they meet the criteria according to the standard, and reporting to the Ministry of Education and Training before June 30, 2026.
