After being elected as General Secretary of the 13th Party Central Committee at the Party Central Committee Conference on August 3, 2024, General Secretary andPresident To Lam gave important directives in various fields.
Specifically, through three recent articles such as "Determination to build a strong Party, a prosperous, democratic, fair and civilized Vietnam" on August 4; "Digital transformation - An important driving force for developing productive forces, perfecting production relations to bring the country into a new era" on September 2 and "Continuing to innovate the Party's leadership and governance methods, an urgent requirement of the new revolutionary stage" on September 16, General Secretary and President To Lam often mentioned the concepts of "new starting point", "new era", "era of the Vietnamese nation's rise".
Assessing the opportunities, advantages as well as difficulties and challenges in the domestic, regional and world situations, our Party, headed by General Secretary To Lam, affirmed: "The country is facing a new historical moment, a new era, an era of national growth. The requirement to strongly innovate leadership methods, improve leadership capacity and governing capacity to continue to move the nation forward is urgent."
In particular, this is also a major orientation agreed upon by the 10th Central Conference in the draft documents submitted to the 14th Party Congress.

The important messages in the article of the General Secretary and President, especially the four key tasks to continue to strongly innovate leadership methods, improve leadership capacity, governing capacity, ensure the Party is the great helmsman, leading our nation forward strongly, have been agreed upon and highly appreciated by cadres, party members and people.

The revolutionary cause and the renovation of our nation and people are always moving and developing objectively to suit the new situation and context. The need to continue to innovate the Party's leadership and governance methods is also an objective requirement, ensuring that the Party is always clean, strong and successfully fulfills its historical mission of leading the Vietnamese revolution to victory.
The Party increasingly affirms its leadership and ruling role.
At the beginning of the article, General Secretary and President To Lam affirmed: During more than 94 years of leading the revolution, our Party has constantly researched, developed, supplemented, and perfected leadership methods, and enhanced leadership capacity and governing capacity.
This is the key factor to ensure that the Party is always clean and strong, leading the revolutionary boat through all rapids, achieving one victory after another.
Through each Congress, our Party reviews, evaluates and continues to supplement and perfect the Party's leadership methods. As evidence, at the 5th Central Conference of the 10th term, the Central Executive Committee issued Resolution No. 15 dated July 30, 2007 on continuing to innovate the Party's leadership methods for the activities of the political system.
On the basis of summarizing 15 years of implementing Resolution No. 15 of the 10th Party Central Committee, the 6th Central Conference of the 13th tenure issued Resolution No. 28 dated November 17, 2022 on continuing to innovate the Party's leadership and governance methods over the political system in the new period.

The Party's leadership and governing role over the State and society is increasingly affirmed and innovated. Thereby, it is more clearly defined and ensures the practical implementation of the mechanism of "Party leadership, State management, people mastery".
Under the leadership and governance of the Party, our country has achieved great and historic achievements over 40 years of renovation.
In particular, in the current period, General Secretary and President To Lam affirmed: "The country is facing a new historical moment, a new era, an era of national growth. The requirement to strongly innovate leadership methods, improve the leadership capacity and governing capacity of the Party to continue to move the nation forward is urgent."
Not conservative, stagnant, dogmatic, hindering the development of the country
To continue to strongly innovate leadership methods, improve leadership and governing capacity, ensure that the Party is the great helmsman, and lead our nation forward strongly, General Secretary and President To Lam has proposed four key tasks that must be carried out in the coming time.
– Firstly, unify awareness and strictly implement the Party's leadership and governing methods, absolutely not allowing excuses, replacing or loosening the Party's leadership.
– Second, focus on streamlining the apparatus and organizing party agencies, truly becoming the intellectual core, the “general staff”, and the vanguard leading state agencies.
– Third, strongly innovate the promulgation, dissemination and implementation of Party resolutions; build grassroots party organizations and party members who are truly "cells" of the Party.
– Fourth, continue to innovate inspection and supervision work; promote the application of information technology and digital transformation in Party activities.
The four key tasks that General Secretary and President To Lam mentioned in the article are comprehensive, comprehensive, and synchronous in all aspects of innovating the Party's leadership and governing methods to suit practical requirements and demands.
In which, the General Secretary and President emphasized: "Unify awareness and strictly implement the Party's leadership and governing methods, absolutely do not allow excuses, replace or loosen the Party's leadership."
The orientation of "absolutely not allowing excuses, replacing or loosening the Party's leadership" has great and urgent significance in the current period.
Because, besides great achievements, the innovation of the Party's leadership method still has limitations.
In particular, the General Secretary and President pointed out that the organizational model of the Party and the political system still have shortcomings, making it difficult to distinguish the boundary between leadership and management, easily leading to excuses, replacing or loosening the leadership role of the Party.
In reality, there is still a situation of "making excuses, replacing or loosening the Party's leadership".
Recently, some Party organizations have violated the principle of democratic centralism and working regulations; lacked responsibility and slackened leadership to the point of requiring disciplinary action.
47th Session of the Central Inspection Commission
For example, at the recent 47th session, the Central Inspection Committee proposed that competent authorities consider and discipline the Standing Committee of the Ha Giang Provincial Party Committee for the 2020-2025 term.
The reason is that the Standing Committee of the Ha Giang Provincial Party Committee for the 2020-2025 term violated the principle of democratic centralism and working regulations; lacked responsibility and slackened leadership related to the Tuyen Quang - Ha Giang Expressway project (package No. 4 implemented by Thuan An Group Joint Stock Company).
In reality, there are some Party secretaries who sometimes decide all the work of the People's Committee. For example, with projects, the Party only gives the policy, but the People's Committee decides who will do the investment, who will carry out the project, and how to organize the bidding. However, there are some provincial Party secretaries who sign the investment issues of the projects, thus doing it for them. This situation often happens with personnel who, before being elected as Party secretaries, had held the position of Chairman of the People's Committee, so when they become Party secretaries, it is easy for them to make excuses, to take on the role of the government, that is, to mislead. As for the case of laxity, it happens with Party secretaries who do not have experience, and their capacity is often not up to the task. Therefore, in many cases, everything is handed over to the government. The situation of making excuses, taking on the role of the Party or loosening the leadership role of the Party is an issue that needs to be clearly understood. In recent articles, the General Secretary and President have repeatedly emphasized the need to “promote decentralization and delegation of power with the motto “locality decides, locality acts, locality takes responsibility”. The Central Government cannot have “three heads and six arms” to act on behalf of localities; superiors cannot make excuses or act on behalf of subordinates, so decentralization and delegation of power must be strong as stated in the spirit of General Secretary and President To Lam.
Similarly, the Central Inspection Commission also requested competent authorities to consider and discipline the Standing Committee of the Quang Ngai Provincial Party Committee for the 2010-2015 and 2015-2020 terms, also for violating the principle of democratic centralism and working regulations; lacking responsibility and lax leadership related to the organization and implementation of a number of projects and bid packages carried out by Phuc Son Group Joint Stock Company.
Besides, many contents and tasks to innovate the Party's leadership methods have been proposed by the Party for many terms, but so far in practice they have not been really effective.
Cadres, party members, especially leaders, have not really been "exemplary pioneers, regularly self-criticizing and criticizing".
The "institutionalization of the Party's guidelines, lines, and policies into State laws" is not timely, complete, synchronous, unified, and still overlaps.
The "introducing excellent representatives to the state apparatus" is not yet correct and accurate, leading to the situation of selecting the wrong cadres, a number of leaders and managers, including high-ranking cadres, being disciplined...
These limitations are a reality that objectively exists. Therefore, it is even more urgent to continue to innovate more strongly the leadership method and improve the leadership and governing capacity of the Party.
Reality is always moving and developing, so awareness is a process, innovation in the Party's leadership method must also be gradual, not hasty, subjective, or voluntaristic, but also not conservative, stagnant, or dogmatic, hindering the country's development.
That is why General Secretary and President To Lam requested to unify awareness and strictly implement the Party's leadership and governing methods.
In the coming time, we need to thoroughly grasp, unify awareness and take drastic actions in practice, then the Party's leadership method will be strongly innovated; the Party's leadership and governing capacity will be enhanced; the revolutionary cause and the renovation of the nation and people will gain even greater achievements.
Faced with new opportunities and historical periods, the Party's leadership and governing methods also need to be innovated to meet practical requirements.
With the Party's continuous movement and development, our country will enter a new era, an era of national growth, constantly striving and contributing more to maintaining peace, stability and development in the region and the world.
