According to the general assessment, the urbanization process, planning, construction, management and urban development in recent times still have many limitations. The urbanization rate achieved is lower than the target set in the Socio- Economic Development Strategy 2011 - 2020; the quality of urbanization is not high, urban development is mainly in width, causing waste of land, the level of economic concentration is still low. In addition, the urbanization and urban development process is not closely and synchronously linked with the process of industrialization, modernization and new rural construction. The structure and quality of urban infrastructure have not met the requirements of population and economic development in urban areas; have not adapted to climate change and responded to large-scale epidemics. Environmental pollution in large cities tends to increase; The capacity for urban management and administration is still weak... Therefore, the general goal of Resolution 06-NQ/TW is to accelerate the speed and improve the quality of urbanization, develop sustainable urban areas according to the network, and form a number of smart dynamic urban areas and urban chains connecting with the region and the world. Institutions and policies on planning, construction, management and sustainable urban development are basically completed. Urban infrastructure, especially the technical infrastructure framework and essential social infrastructure, are built and developed synchronously and modernly. The urban economy grows rapidly, effectively and sustainably. The quality of life in urban areas is high, ensuring basic satisfaction of housing and social infrastructure needs for urban residents. Developing modern, green, smart urban architecture with rich identity, typical cultural elements are preserved and promoted. By 2030, a number of national and regional urban centers will be formed that meet the criteria for health, education and training, and urban cultural works equivalent to the average level of urban areas in the group of 4 leading ASEAN countries. The ratio of traffic land to urban construction land is expected to reach about 11-16% in 2025, 16-26% in 2030. The average green space per urban resident will reach about 6-8m2 in 2025, about 8-10m2 in 2030. The average housing floor area per capita in urban areas will reach at least 28m2 in 2025, and at least 32m2 by 2030. Building a national and regional smart urban network connecting internationally and 3-5 urban areas with regional and international recognized brands by 2030. Resolution 06/NQ-TW also sets out a vision for planning, building, managing and sustainably developing Vietnamese urban areas by 2045. Of which, building at least 5 urban areas of international stature, playing the role of a hub connecting and developing with regional and international networks. The economic structure of urban areas develops in a modern direction with green economic sectors and digital economy accounting for a large proportion... Improve the quality of urban planning to meet the requirements of building and managing sustainable urban development. Promote the development of housing, synchronous, modern, interconnected urban infrastructure systems, and adaptation to climate change. Build and perfect the urban government model; improve the effectiveness and efficiency of urban management and the quality of urban life, ensure social security and welfare, security, safety and urban order.
