According to the report at the Conference, in 2024, the province will have about 19 cold spells and intensified cold spells, causing 5 widespread cold spells, 11 widespread and localized heat waves, and will also be affected by 2 storms and many thunderstorms, tornadoes, and lightning. The estimated damage to crops and property caused by natural disasters is about 1,679.36 billion VND; storm No. 3 alone caused more than 1,500 billion VND in damage.
From the beginning of the year, the Provincial People's Committee and the Provincial Steering Committee for Disaster Prevention and Control have directed departments, branches, units and localities to effectively carry out disaster prevention and control work in 2024; strengthen the Steering Committee for Disaster Prevention and Control and Search and Rescue; issue documents guiding disaster prevention and control and search and rescue work; inspect and review areas at high risk of natural disasters to develop proactive prevention and control plans; organize training, drills and drills on disaster response plans at all levels; strengthen information and communication work, raise awareness and response skills of authorities at all levels, people and communities on disaster prevention and control; manage, invest in construction and maintenance, upgrade lakes, dams and disaster prevention and control works according to regulations...
During the year, the province has promoted the role of leadership and drastic direction from early and from afar of the Party Committees and authorities at all levels in the work of responding to and overcoming the consequences of natural disasters; effectively directed the proposed PCTT plan, well prepared the mobilization of response forces, evacuated people and people's property to safe places, minimizing damage to people and property when natural disasters occurred... Especially during storm Yagi (storm No. 3), the standing agency of the Command Committee proactively advised the Provincial People's Committee on documents directing the focus on responding to and overcoming the damage caused by storm No. 3 and the rain and floods after the storm for units and localities to implement. Therefore, the response work was timely, minimizing the damage caused by the storm; there were no human casualties during the storm, dangerous landslide areas were relocated and evacuated early; resources were mobilized for response and overcoming work...
At the conference, delegates discussed and clarified difficulties and obstacles and proposed solutions to effectively implement the work of PCTT&TKCN in the coming time. Accordingly, in some places, there is still a situation of not fully implementing the instructions and recommendations of functional agencies and local authorities in preventing and responding to storms, leading to property damage and confusion when situations arise; some means and equipment serving disaster response and rescue work have not been operated and maintained regularly, and when necessary, they have not been used effectively; there are no landslide and flash flood risk maps to serve the work of relocating and arranging residents, and response work; the budget for PCTT work in the province is still limited; equipment serving PCTT work at the grassroots level is still lacking...

At the Conference, delegates approved the draft Plan for coordination in responding to disasters, incidents, natural disasters and search and rescue; preventing fires, forest fires, and rescuing collapses in the province in 2025. Speaking at the conclusion of the Conference, Chairman of the Provincial People's Committee Nguyen Dang Binh acknowledged and highly appreciated the efforts of units and localities in disaster prevention and control work in 2024. In order to proactively prevent and be ready to respond to all types of natural disasters when the 2025 storm season is approaching, minimizing damage caused by natural disasters, the Chairman of the Provincial People's Committee requested units and localities to continue to proactively organize and fully and effectively implement the directives of the Central Government and the province related to disaster prevention and control work; increase investment in equipment to support and improve disaster prevention and control capacity at all levels; strengthen information and propaganda work so that people know and proactively prevent and avoid natural disasters; effectively respond to and overcome consequences when natural disasters occur according to the "four on-site" motto; organize training and drills to improve capacity for commune-level disaster prevention and control teams.
Chairman of the Provincial People's Committee Nguyen Dang Binh requested departments, branches, localities and units to continue to urgently develop and implement their own disaster prevention and control plans and solutions. The Department of Agriculture and Environment was assigned to strengthen inspections of irrigation works, reservoirs, and locations at risk of landslides, flash floods, and inundation; proactively advise the Provincial People's Committee to request the National Disaster Prevention and Control Fund to provide essential materials, means and equipment for disaster prevention and control. The Department of Construction coordinated with departments and localities to ensure traffic safety on the Nang River, Ba Be Lake, Nam Cat Lake, etc../.
