Effective application of science and technology, protecting consumers

Continuing the working program at the 9th session of the 15th National Assembly, on May 6, delegates discussed a number of contents with different opinions of the draft Law on Teachers, Law on Science, Technology and Innovation, Law on amending and supplementing a number of articles of the Law on Product and Goods Quality, and Law on Atomic Energy (amended).

At the beginning of the working session, under the direction of Vice Chairwoman of the National Assembly Nguyen Thi Thanh, the National Assembly discussed in the hall a number of contents with different opinions of the draft Law on Teachers.

Presenting the Report on explanation, acceptance and revision of the draft law, Chairman of the National Assembly's Committee on Culture and Society Nguyen Dac Vinh said that assigning recruitment authority to the education sector is necessary, creating conditions for the sector to be proactive in recruiting, using, managing and developing teachers, meeting the requirements on quantity, structure and quality; contributing to overcoming the situation of local surplus, shortage and imbalance in the structure of teachers.

Adjusting the recruitment authority of the education sector

Regarding the content of teacher recruitment, delegate Doan Thi Le An (Cao Bang Delegation) said that the regulation of "recruitment method through examination or selection, including pedagogical practice" is not really reasonable.

Specifically, pedagogical practice is understood as the implementation of pedagogical skills and techniques. Pedagogical students have been trained in pedagogy and have their pedagogical practice results recognized. Therefore, the strict regulation that pedagogical practice is required is unreasonable, causing difficulties for recruiting units if the number of candidates registering is too large, and at the same time, it takes a lot of time to organize the practice.

I think that pedagogical practice is a very important regulation, which cannot be abandoned just because pedagogical students have been practicing it while still in the classroom. In reality, there are teachers who, even though they are standing on the podium, cannot teach well due to their weak mentality, knowledge and especially lack of teaching experience.

Agreeing with the above opinion, delegate Dang Bich Ngoc (Hoa Binh Delegation) stated the reality: The need to transfer teachers between schools in the same system, especially at preschool, primary and secondary school levels, is currently very common.

However, the draft law has not clarified the role of state management agencies in coordinating human resources and coordinating with heads of educational institutions in recruitment and transfer in cases where they meet the prescribed conditions.

Therefore, if the recruitment right is only given to principals when they meet the conditions without a clear coordination or decentralization mechanism, it will easily lead to a "local" situation and lack of system cohesion.

Delegate Dang Bich Ngoc and some delegates proposed to review and amend the regulations in the direction that educational institutions are entitled to recruit teachers if they can implement 100% autonomy; at the same time, add the subjects to be public educational institutions operating under specific models, pilot or international cooperation; the recruitment of teachers is carried out by the head according to the regulations of the competent authority, ensuring compliance with the provisions of law and specific quality requirements...

Only with simplification can there be innovation.

According to the Government's Submission, the draft Law on Science, Technology and Innovation has 8 chapters and 83 articles (an increase of 2 articles compared to the 2013 Law on Science and Technology).

The draft Law is designed based on the principles of reducing administrative procedures, strengthening post-inspection, comprehensive digital transformation in the management and operation of science, technology and innovation; changing thinking towards effective management, not process management; attracting non-state budget investment sources for science and technology through encouraging businesses to invest and provide funding for scientific research and technology development.

Discussing in groups during the working session yesterday afternoon, many delegates expressed their agreement with the necessity of promulgating the law. However, it is necessary to clarify more breakthrough regulations, promote decentralization, simplify administrative procedures, and focus on policies to create development in sync with management...

“There needs to be a mechanism and institution to legalize the Party and State's policies so that enterprises in the private economic sector can invest more strongly in the fields of science, technology, and innovation, creating momentum for rapid development so that our country can have more large economic groups on par with the world, contributing to concretizing Resolution No. 68-NQ/TW dated May 4, 2025 of the Politburo.”

According to National Assembly Chairman Tran Thanh Man, the draft law needs to specifically strengthen incentive mechanisms and financial support for scientific and technological activities, especially regulations that make scientists spend too much time processing invoices and documents that need to be paid.

Noting the current situation of many scientific topics in our country being researched and accepted but not yet applied in practice, the National Assembly Chairman suggested that the draft law needs to demonstrate the strength of flexible financial mechanisms, especially regulations related to facilitating the operation of venture capital funds, supporting initial capital for innovative start-ups, simplifying procedures for commercializing research products, and removing administrative barriers in technology transfer.

Delegate Nguyen Thanh Trung (Yen Bai Delegation) said that the drafting agency needs to study and adjust the provisions in Articles 61 and 62 to ensure consistency with the current State Budget Law as well as the draft State Budget Law (amended) to be submitted to the National Assembly at the 9th session; in which, it is necessary to focus on the contents of state budget expenditure, budget preparation, allocation, management and use of state budget... associated with restructuring the budget source for scientific and technological research. In parallel, the draft law needs to have special mechanisms to allow access to, learning from, and acquisition of advanced technology from developed countries.

Consumer protection is the top priority

Also in the discussion session in groups, many delegates expressed their interest in establishing and strengthening the legal corridor for product and goods quality, associated with protecting consumer rights, and improving the competitiveness of Vietnamese goods in the domestic and international markets.

Some opinions say that, in the context of the current open and deeply integrated economy, the drafting agency of the draft law needs to pay more attention to issues such as traceability, quality management in e-commerce, responsibility of manufacturers in the supply chain... to be able to keep up with the development of technology and modern management requirements.

Regarding the case of hundreds of fake milk brands circulating publicly over the past years, delegate Nguyen Nhu So (Bac Ninh Delegation) frankly pointed out that the laxity and lack of coordination mechanism in state management has left behind significant consequences.

The incident has exposed systemic loopholes in policy design, overlapping responsibilities between ministries and localities. When consequences occur, responsibility cannot be thoroughly assigned, and there are even signs of shirking and evasion, all stemming from the lack of a specific focal point with ultimate responsibility.

Meanwhile, delegate Pham Khanh Phong Lan (Ho Chi Minh City Delegation) proposed to study a compensation mechanism for damages to consumers for products that do not ensure quality.

According to the delegate, the mechanism will be applied to counterfeit and poor quality goods, but previously declared safe by competent authorities.

If considered and promulgated, the above regulation will become a driving force to help people proactively report poor quality products instead of "taking the hit" when encountering related problems.
