To proactively respond to the low pressure area that is likely to strengthen into a tropical depression, with the risk of heavy rain, landslides, flash floods, and flooding in the coming time, the Ministry of Construction requests that heads of agencies and units under the Ministry, according to their assigned functions, tasks, and authorities, urgently focus on directing, proactively inspecting, urging, and organizing timely and effective implementation of natural disaster prevention, control, and rescue work, so as not to be passive or surprised.
Units review and deploy plans to ensure traffic safety and safety of traffic and construction infrastructure works when natural disasters occur.
Implementing plans to ensure traffic safety on national highways
The Vietnam Road Administration is required to direct units to focus on inspecting, reviewing, and implementing plans to ensure traffic safety on national highways under their management in case of natural disasters, promptly repair landslides and traffic disruptions, and ensure smooth traffic, especially on key national highways and main traffic axes in the regions: North, North Central, Central Highlands, and South.
At the same time, focus on ensuring safety for people, construction equipment and construction items under construction, especially construction items in areas prone to landslides, constructions in mountainous areas or sudden flash floods.
Vietnam Road Administration directs Road Management Areas to coordinate with Departments of Construction and local authorities to organize on-duty, traffic flow, assign guards, install buoys, barriers, and signals at locations where roads are deeply flooded, overflowing, broken roads, or landslides... Resolutely not allowing people and vehicles to enter these locations, in order to ensure traffic safety for people and vehicles on the route.
Increase patrols and guard posts at key locations on the railway
The Vietnam Railway Authority and Vietnam Railway Corporation are responsible for directing units to strictly implement the patrol and guard regime at key works, locations, and key areas such as: weak bridges and roads that are prone to flooding; areas prone to flash floods, steep mountain passes with falling rocks and landslides, and railway areas downstream of dikes, irrigation dams, and reservoirs.
At the same time, direct units to have plans to concentrate vehicles, materials, equipment and human resources to overcome the consequences of floods and ensure smooth traffic in the fastest time. Have plans to stop trains, stretch trains, increase trains, and transfer passengers when floods cause flooding and landslides in areas where trains must stop.
The Vietnam Maritime Administration has directed maritime port authorities in the southern region to continuously monitor the developments and movement direction of the low pressure area that is likely to strengthen into a tropical depression in the East Sea to notify and guide ships when granting permission for ships to leave port.
Conduct inventory and strictly manage sailing and maintain regular contact with vessels operating in the low-pressure area, including transport vessels and cruise ships, to promptly handle any bad situations that may arise.
In addition, direct units managing and maintaining inland waterways to closely monitor forecasts and warnings of heavy rain, floods, and inundation to have plans to ensure safety or recover and preserve buoys, signals, and accessories; promptly re-deploy buoy and signal systems immediately after the rain decreases and the flood recedes.
Urgently organize the implementation of a permanent plan to prevent collisions and drifting of key bridges on national inland waterways according to plan.
The Ministry of Construction requested the Civil Aviation Authority of Vietnam to direct units to strengthen inspections of airports, terminals, communication systems, flight operations and command to promptly detect and handle incidents.
Along with that, direct airlines to closely monitor weather developments to promptly adjust flight schedules, routes and arrival terminals accordingly to ensure absolute safety of flight operations when there is bad weather caused by heavy rain.
The Department of Economics - Construction Investment Management is responsible for directing Project Management Boards, investors, contractors, and related units to continue to thoroughly implement Official Dispatch No. 17 of the Ministry of Construction on ensuring construction safety and preventing landslides during the rainy and flood season. At the same time, deploying response work to rain and floods, preparing conditions to promptly overcome construction incidents, and coordinating to ensure smooth traffic on routes that are both under construction and in operation.
Vietnam Maritime Electronic Information Company Limited needs to direct the coastal information station system to increase the broadcasting time of announcements and warnings about low pressure areas; guide and call on ships to move away from dangerous areas or to safe shelters.
For the Department of Construction of localities (in areas affected by floods), the Ministry of Construction requires close coordination with local levels and sectors, Road Management Areas and units managing road, railway and waterway maintenance to proactively overcome incidents caused by floods.
In addition, it is necessary to carry out traffic diversion and ensure traffic on assigned routes, coordinate with the railway industry in transport management, increase tonnage, and transfer passengers and goods when required.
According to the forecast of the National Center for Hydro-Meteorological Forecasting, a low pressure area has formed in the East Sea at about 11-12 degrees North latitude, 110-112 degrees East longitude. The sea area from Binh Dinh to Ninh Thuan has strong gusts of wind at level 6-7, with waves over 2 meters high.
At the same time, in the Northern, North Central, Central Highlands and Southern regions, in the coming days, there may be moderate to heavy rain, and in some places very heavy rain (locally over 250mm), with the risk of landslides, flash floods and inundation.
