Currently, the whole country is implementing key, important national projects in the railway sector, including: the Lao Cai - Hanoi - Hai Phong railway project; the Hanoi - Lang Son and Hai Phong - Mong Cai railway projects; the North - South high-speed railway construction investment project; and urban railway projects in Hanoi and Ho Chi Minh City.
Focus on technology transfer, step by step development, autonomy in railway and subway technology
In his concluding remarks, Prime Minister Pham Minh Chinh emphasized that the workload in the coming time is extremely heavy, complicated, and the progress is urgent. Therefore, the implementation of projects must ensure quality, technique, progress, efficiency, and feasibility. Focus on technology transfer, step by step development, autonomy in railway and subway technology, and development of the railway ecosystem.
Therefore, the Prime Minister requested agencies to continue to mobilize maximum resources, especially cadres and civil servants with high qualifications, capacity and responsibility to assign specialized tasks to implement railway projects, works and tasks. Along with reviewing appropriate mechanisms, policies and incentives.
Along with that, it is necessary to demonstrate the highest sense of responsibility, dare to think, dare to do, be proactive, positive, flexible, creative, not expect or rely on others, and not let work get stuck.
Ministries, branches, localities, investors, contractors, relevant agencies and units must focus on removing institutional barriers, cutting down cumbersome administrative procedures; ensuring "6 clear" assignments: clear people, clear work, clear time, clear responsibility, clear products, clear authority, to make "3 easy": easy to check, easy to urge, easy to evaluate.
In which "3 yes" are: have the interests of the State, have the interests of the people, have the interests of enterprises and "2 no" include: no corruption, negativity; no loss, waste of assets, efforts, money of the people.
For the People's Committees of provinces and cities where projects pass through (Lao Cai - Hanoi - Hai Phong railway and North - South high-speed railway), the Prime Minister requested to speed up the progress of site clearance, relocation of technical infrastructure, and construction of resettlement areas.
The Prime Minister requested the Ministry of Construction to be assigned to preside over and coordinate with localities to urgently plan the Lao Cai - Hanoi - Hai Phong railway route and the remaining station locations in October. In particular, pay attention to stations that are large in scale, complicated in terms of intersection with railways and roads, and complicated in terms of the impact of river flows.
The Ministry of Construction is preparing all necessary conditions to ensure the commencement of component project 1 (investment in infrastructure connecting stations on the line and the station square - using domestic capital) on December 19.

Speeding up the progress of urban railway projects in Hanoi and Ho Chi Minh City
Regarding the high-speed railway project on the North-South axis, the Prime Minister directed the Ministry of Construction to coordinate with the Ministry of Science and Technology to urgently complete procedures and announce 37 Vietnamese Standards (TCVN) on high-speed railways this October to serve as a basis for implementing the next steps.
The Ministry of Construction is also assigned to preside over and coordinate with ministries and branches to complete the report on investment forms, criteria for selecting investors and specific mechanisms and policies for the project, and report to competent authorities for consideration and decision.
For urban railway projects in Hanoi and Ho Chi Minh City, the Prime Minister requested the Hanoi People's Committee to urgently complete the dossier and request the Ministry of Finance to synthesize and submit to the Prime Minister a decision to mobilize ODA capital and preferential loans for project line 3 (Hanoi station - Hoang Mai).
Hanoi City must also coordinate with the Ministry of National Defense to soon agree on the policy of land recovery for the depot of the Line 5 project (Van Cao - Hoa Lac); speed up the progress of the Line 2 and Line 3 projects (Cau Giay - Hanoi Railway Station) and the procedures for adjusting the project according to the TOD model.
The Ho Chi Minh City People's Committee is focusing on completing procedures to adjust the project of line 2 (Ben Thanh - Tham Luong), striving to start construction by the end of 2025. The Prime Minister especially noted that the number one priority should be given to the metro project connecting Long Thanh airport with Tan Son Nhat airport, Ho Chi Minh City.
He also directed the Ministry of Finance to preside over and coordinate with the Ministry of Justice, the Ministry of Foreign Affairs and relevant agencies to promptly resolve recommendations on ODA capital and financial mechanisms for urban railway projects.
