The Ho Chi Minh City Department of Construction has just issued a document requesting the Ho Chi Minh City People's Committee to approve the policy of soon researching and investing in upgrading and expanding Nguyen Tat Thanh Street and building a new bridge to replace the existing Tan Thuan 1 Bridge.
2,950 billion VND needed to expand Nguyen Tat Thanh Street
Assign the Department of Finance to advise the City People's Committee to consider allocating capital to prepare for investment, and assign the Project Management Board for investment in construction of traffic works to perform the task of preparing for investment in the project to upgrade and expand Nguyen Tat Thanh Street (including investment in building a new bridge to replace Tan Thuan 1 Bridge) in October 2025.
Nguyen Tat Thanh Street is expected to be expanded with the starting point being Khanh Hoi Bridge and the ending point being Tan Thuan Bridge, with a total length of about 2.5km.
The proposed scale of upgrading and expanding Nguyen Tat Thanh Street and building a new bridge to replace Tan Thuan 1 Bridge is from 6 to 8 lanes, and building an underpass on Hoang Dieu Street with a minimum scale of 4 lanes. The total estimated investment is 2,950 billion VND.
The Department of Construction also recommended that the City People's Committee assign the Department of Planning and Architecture to review the planning and preside over the organization of a competition for planning and architectural ideas for the west bank of the Saigon River (from Ba Son Bridge to Vietnam International Container Port, including a multi-functional public park and 3 inland passenger ports: Bach Dang Wharf Park, international passenger port...).
This is the basis for considering local adjustments to related planning projects; reviewing the need for investment and deciding on investment options for projects in the area (including Thu Thiem 3 bridge, TOD development, international passenger port, inland waterway port, embankment, public works along the river bank).

Expanding traffic infrastructure and landscape along Saigon River
According to the analysis of the Department of Construction, currently the section from upstream of Ba Son bridge to Thu Thiem 4 bridge has the following works:
Nha Rong - Khanh Hoi Port (currently relocated, the city prioritizes expanding Ho Chi Minh Cultural Space, creating green areas and multi-functional parks).
Tan Thuan 1 Bridge (241m long with 2 lanes, light load, in operation for 120 years).
Nguyen Tat Thanh Street (is the main artery connecting the city center with the southern area, 1,938m long, planned to be 40m wide but not yet implemented, often congested).
In addition, according to the plan, the upstream section from Ba Son Bridge to Thu Thiem 4 Bridge also has a road along the Saigon River, a tramway route along Nguyen Tat Thanh Street, Thu Thiem 3 Bridge, and Thu Thiem 4 Bridge.
In particular, the Saigon riverside road section coinciding with Nguyen Tat Thanh street is a new riverside traffic axis connecting traffic, sharing traffic pressure with the main traffic axes in the North - South direction.
Thu Thiem 3 Bridge will be studied in the master plan for the landscape area along the Saigon River (including a multi-functional public park and 3 inland passenger ports in Bach Dang wharf park area; international passenger port; research on TOD development in the area around the station in the old District 4.
Thu Thiem 4 Bridge, the City People's Committee has assigned the Department of Construction to prepare for investment under the public-private partnership model. Currently, the Department of Construction has completed the pre-feasibility report of the bridge construction project and is seeking opinions from the Ministry of Construction on navigation clearance. After receiving opinions from the Ministry of Construction, the Department of Construction will complete the pre-feasibility study report, expected to report to the City People's Committee to submit to the City People's Council for consideration and approval in December 2025.
Thu Thiem 4 Bridge is being studied to increase 4 lanes to 6 lanes, with a branch connecting to the Tan Thuan 1 bridgehead (new) and metro line 7 is planned to have traffic direction from Thu Thiem station to the southern area of the city.
The tramway route along Nguyen Tat Thanh Street will be studied in the overall landscape planning of the west bank of the Saigon River.
