The National Assembly Standing Committee will conduct the second phase of the 44th Session from April 22 to 28, reviewing, commenting and deciding on many important contents.

The National Assembly Standing Committee conducts the 2nd phase of the 44th session.

It is expected that on the first working day of the second session, the National Assembly Standing Committee will give opinions on: The Government's report on the additional assessment of the results of the implementation of the socio-economic development plan and the state budget in 2024; the implementation of the socio-economic development plan and the state budget in the first months of 2025; the policy of supporting state capital to increase the charter capital of the Cooperative Bank of Vietnam from the state budget; the arrangement of sources for payment of debts under the Government's responsibility of the Shipbuilding Industry Corporation (SBIC); the draft Law on amending and supplementing a number of articles of the Law on Economical and Efficient Use of Energy; Report on the results of the implementation of the Supervision Program in 2024 and the first months of 2025, the expected Supervision Program in 2026 of the National Assembly and the National Assembly Standing Committee.

Also in the second phase, the National Assembly Standing Committee will give opinions on five draft laws, including: the draft Law on amending and supplementing a number of articles of the Law on Credit Institutions; the draft Law on Election of National Assembly Deputies and People's Council Deputies (amended); the draft Law on Enterprises (amended); the draft Law on amending and supplementing a number of articles of the Law on Vietnamese Nationality and the draft Law on amending and supplementing a number of articles of the Law on Bidding, the Law on Investment under the public-private partnership model, the Law on Customs, the Law on Export Tax and Import Tax, the Law on Investment, the Law on Public Investment, and the Law on Management and Use of Public Assets.

Along with that, the National Assembly Standing Committee gave opinions on: the draft Resolution amending and supplementing a number of articles of Resolution No. 71/2022/QH15 dated November 15, 2022 of the National Assembly promulgating the Rules of the National Assembly Session; the draft Resolution of the National Assembly on piloting a number of specific mechanisms and policies for social housing development; the draft Resolution of the National Assembly on reducing value-added tax for the last 6 months of 2025 and the whole year of 2026; the draft Resolution of the National Assembly on exempting tuition fees for public preschool and primary school students from the 2025-2026 school year; the draft Resolution of the National Assembly on training in specific professional fields and occupations in the field of arts; the draft Decree of the Government detailing Clause 2, Article 157 of the Land Law ; Draft Resolution of the National Assembly on specific mechanisms and policies to remove obstacles for a number of investment projects in the construction of transport infrastructure under the form of BOT contracts; Draft Resolution of the National Assembly on removing difficulties and obstacles for projects; preparation for the 9th Session of the 15th National Assembly; adjustment of the National Land Use Planning for the period 2021 - 2030, with a vision to 2050; Government report on state finance in 2023; State budget settlement in 2023 and draft Report synthesizing opinions and recommendations of voters and people sent to the 9th Session of the 15th National Assembly.

The Standing Committee of the National Assembly considers: to submit to the National Assembly for decision on the establishment of the National Election Council and the election of the Chairman of the National Election Council; the Government's report on the practice of thrift and anti-waste in 2026; to decide on the principles, criteria, and norms for allocating the regular expenditure estimates of the state budget in 2026; to decide on the plan for allocating and using the increased central budget revenue in 2024; to decide on adjusting the investment policy of the Bien Hoa - Vung Tau Expressway Construction Investment Project, Phase 1...
