Comprehensive human development, protection, care and improvement of people's health
Reviewing the Government 's Report proposing investment policies for the National Target Program on Health Care, Population and Development for the period 2026 - 2035, the Committee for Culture and Society found that the Program was built to include goals, tasks and solutions to improve the quality of people's health care, solve population and development issues in the period 2026 - 2035 nationwide, in accordance with the provisions on national target programs as prescribed in Clause 10, Article 4 of the Law on Public Investment.
The investment in the Program at present continues to affirm the viewpoints and policies of the Party and State on the position, role and importance of the work of protecting, caring for and improving people's health and population work for the cause of building, protecting and developing the country sustainably; promptly institutionalizing the Party's policies.
The implementation of the Program will contribute to increasing investment resources, meeting the necessary requirements for comprehensive human development, protecting, caring for, improving people's health and population work in the new era.
The Committee agreed with the name of the Program, regulations on beneficiaries, implementation locations; basically agreed with the Government's proposal on the total investment level of the Program for the period 2026 - 2035 and said that, in the face of many difficulties, the Government has reviewed and agreed to propose allocating resources to implement the Program, demonstrating high determination in institutionalizing the Party's viewpoints and policies.
However, to meet the objectives and requirements set out in Resolution No. 72 and practical needs, large resources are required. The Committee recommends that the Government clearly identify capital sources, ensure the allocation of sufficient minimum capital; study to increase socialization in the implementation of the Program; continue to study and balance the allocation of additional resources when conditions permit...
Responding to the requirements of comprehensive modernization of the national education system
Examining the Government's Proposal proposing the investment policy for the National Target Program on Modernization and Improvement of Education and Training Quality for the 2026-2035 period, the Committee for Culture and Society approved the necessity of investing in the Program based on the same basis as the Government's Proposal. Investing in the Program at the present time fully meets the political, legal, scientific and practical bases; continuing to affirm the Party's viewpoints and policies and the State's policies on education and training development.
The implementation of the Program will contribute to increasing investment resources, meeting the requirements of comprehensive modernization of the national education system, creating a fundamental and strong shift in the quality of education and training; expanding opportunities and ensuring the right to lifelong learning for people, equity in education; increasingly better meeting the needs of human resource development, especially high-quality human resources for the cause of rapid and sustainable development of the country.
The National Target Program on Modernization and Improvement of Education and Training Quality for the 2026-2035 period has a wide range of subjects and objectives, and the objectives set out require adequate resources to implement them. Therefore, the Committee on Culture and Society recommends that the drafting agency review and determine the total investment level, capital structure, investment phases and priority order corresponding to the objectives of the Program, ensuring focused, focused, effective investment, and appropriate capital allocation for the Program in accordance with the provisions of the State Budget Law, the Public Investment Law and other relevant legal documents.
Continue to research and complete the draft Resolution of the National Assembly

Speaking at the meeting, Chairman of the Committee for Culture and Education Nguyen Dac Vinh agreed on the need to approve the investment policy for the two National Target Programs and their basic contents.
