On the morning of December 17th, Politburo member and Standing Deputy Prime Minister Nguyen Hoa Binh attended and delivered a speech at the Conference summarizing the work of 2025 and the Patriotic Emulation Congress of the Government Office .
The conference was attended by Central Committee member, Party Committee Secretary, Minister and Head of the Government Office Tran Van Son; Deputy Heads of the Government Office; Assistants and Secretaries to Government leaders; members of the Standing Committee of the Party Committee; and all civil servants and officials of departments, bureaus, and units.
Proactive, comprehensive, and timely in professional duties.
The report presented by Deputy Head of the Government Office Nguyen Sy Hiep at the conference showed that: In 2025, the Government Office closely followed the Working Regulations and Work Program of the Central Committee, the Politburo, the Secretariat, the National Assembly, and the Standing Committee of the National Assembly to effectively advise and serve the activities of the Government and the Prime Minister.
To enhance the effectiveness of advisory services, the Government Office has proactively and effectively coordinated and collaborated with the Government, the Prime Minister, and members of the Government in leading, directing, and managing affairs, constantly innovating in terms of methods, content, and quality.
The Government Office always proactively, closely, and comprehensively collaborates with the Central Committees, the National Assembly Office, and the Presidential Office to promptly prepare the content and programs for the meetings of key leaders, the Politburo, the Secretariat, the Central Committee, the National Assembly, the Standing Committee of the National Assembly, and the Standing Committee of the Government.
In 2025, the Government Office coordinated the development, management, and implementation of the Government and Prime Minister's work program with a proactive and rigorous approach. Monitoring and follow-up efforts continued to be strengthened, resulting in a 0.84% reduction in overdue tasks compared to 2024, clearly demonstrating efforts to improve administrative discipline and order.
To ensure that policies and guidelines are implemented effectively, the Government Office has proactively advised on and organized numerous meetings, conferences, and working groups led by Government leaders to monitor, inspect, and resolve difficulties and obstacles in production and business, and promote the disbursement of public investment capital in localities.
Timely advise on the establishment of Steering Committees, review and address obstacles in the system of legal documents, and form working groups to handle important and urgent issues.
In particular, given the situation with numerous very strong storms, high levels of natural disaster risk, and complex developments directly affecting our country, the Government Office has advised the Government and the Prime Minister to establish forward command centers in localities to direct storm prevention and control efforts, contributing to minimizing damage to people and property.
The Secretariat - Editorial - Administrative Block has continuously innovated, created, and improved quality to meet assigned requirements, advising on the issuance of: 325 Decrees, 508 Resolutions, 53 Decisions, and nearly 900 Notices of Conclusions.
Administrative reform and improvement of the investment and business environment continue to be promoted. The Government Office has advised on the development and promulgation of important programs and resolutions on reducing and simplifying administrative procedures, decentralization, delegation of power, implementation of the one-stop shop and integrated one-stop shop mechanisms, and improving the quality of online public services, especially in the context of reorganizing and streamlining the organizational structure and implementing the two-tiered local government model.

Proactively guiding and fostering social consensus in information and communication.
In 2025, the Government Office's information and communication work will continue to be strongly reformed in terms of content, form, and progress. Based on closely following practical realities and developments in the press, the Government Office has promptly advised the Government leaders on directing the handling of emerging issues, resolving difficulties, guiding public opinion, and addressing pressing issues of social concern.
Information and communication work, especially policy communication, has improved in quality and timeliness, promptly reflecting to Government leaders issues of public concern. Regular thematic reports on economics, politics, and society serve the direction and management of the government. The Government's Electronic Information Portal has updated more than 300,000 news items and over 800 press releases, attracting millions of readers.

Materials, logistics, and technical support: Ensuring professionalism, safety, and efficiency.
The Government Office has advised on the implementation of the restructuring, reduction, and streamlining of the organizational structure and personnel in accordance with the Party and Government's policies (merging 3 logistics units, reducing the number of departments/divisions/bureaus).
The policies and regulations regarding civil servants and employees are implemented effectively. The emulation and reward system is carried out promptly, recognizing the right people for the right work.
The Logistics Department and its affiliated units provided excellent service for over 1,600 meetings, conferences, and business trips of Government leaders both domestically and internationally. Public service units continuously improved their business management capabilities and diversified their service offerings.
In response to the patriotic emulation movement for the period 2021-2025, more than 900 individuals have been awarded the title of Emulation Soldier at the grassroots level or higher; 18 collectives and more than 300 individuals have been awarded Orders of various grades and Certificates of Merit from the Prime Minister; and 7 collectives have been awarded the Government's Emulation Flag.
United in determination, creative and effective in 2026
2026 is a particularly important year, marking the 14th National Party Congress, the 16th National Assembly elections, and the first year of implementing the 2026-2030 five-year socio-economic development plan. The Government Office has identified key tasks and will closely follow the work program: adhering to the direction of the Politburo, the Secretariat, the National Assembly, and the Standing Committee of the National Assembly to ensure timely and effective implementation; guaranteeing progress and quality. Regularly reviewing, monitoring, and evaluating the implementation of the work program.
Continue to focus on advising and perfecting legal institutions, truly creating breakthroughs for national development. Improve the quality of comprehensive advice and review of proposals, projects, and drafts. Proactively coordinate closely with ministries and agencies right from the initial stages.
Innovate and improve the quality and effectiveness of information and communication; proactively provide timely information, contributing to social consensus; and handle communication crises. Strengthen digital transformation, moving towards a digital government.
Continue to streamline the organizational structure; restructure and improve the quality of civil servants and public employees. Strengthen training, professional development, and knowledge updating; enhance practical skills.
The Office of the Government continues to build a united and strong Party Committee; focusing on political and ideological education; and developing a team of highly skilled, ideologically sound, morally upright, and professional cadres. Alongside this, it continues to improve the quality of logistics and technical support; reorganize the organizational structure while enhancing the quality of its staff, civil servants, and public employees; and prioritize political and ideological education, building a united and strong Office of the Government to meet the demands of the new development phase.
