
Ha Tinh General Hospital is a leading medical facility with a planned capacity of 1,000 beds. However, due to the large number of patients coming for examination and treatment, the actual number of beds is always more than 1,000.
In particular, some specialties such as Pediatrics, Obstetrics, Gynecology, Reproductive Support, Oncology, Internal Medicine are often overloaded, the actual number of patients is nearly twice as high as the planned number of beds. In addition, some advanced techniques such as cancer in obstetrics and gynecology, obstetrics, pediatric surgery, early intervention in pediatrics, early detection of fetal and neonatal abnormalities... cannot be implemented due to lack of facilities and equipment, leading to high referrals to pediatric specialties (about 2,000 patients per year).
Faced with the urgent need for health care of the people, despite the limited local resources, the People's Committee of Ha Tinh province approved the project and allocated enough capital to build the Obstetrics and Pediatrics Center at Ha Tinh General Hospital.
Deputy Director of Ha Tinh General Hospital, Le Van Dung, said that the project to build the Obstetrics and Pediatrics Center has a total investment of 170 billion VND, of which 120 billion VND is allocated from the central budget under the public investment plan for the period 2021-2025 and 50 billion VND is allocated from the Ha Tinh provincial budget.
The project is invested by Ha Tinh General Hospital. The joint venture of 555 Construction and Trade Services Joint Stock Company and Cuong Thinh Construction and Trade Joint Stock Company is the contractor in charge of the project. According to the plan, the project will be handed over and put into use by December 31, 2024.

Through investigation, it is known that during the project implementation, the investor has created all conditions for the construction units to closely follow the progress and complete the project according to the plan. However, due to the process of supplying construction materials not meeting the plan, the number of construction workers is low, the construction organization is slow, so many construction items are still unfinished. The main contractor's sluggish construction organization also affects the construction progress of other contractors' items, thereby prolonging the installation of electrical equipment, fire prevention and fighting items...
According to the Deputy Director of Ha Tinh General Hospital, Le Van Dung, in the face of slow progress, the investor has organized many meetings to resolve difficulties and obstacles, and urge the construction progress. However, the main contractor and the unit with the largest unfinished volume, 555 Construction and Trade Service Joint Stock Company, did not send anyone to attend.
Regarding the investor's feedback, the representative of the construction unit said that during the project implementation process, due to the lack of a general contractor, the management and construction organization were not well coordinated, so many items had to wait for each other to be implemented.
As a result, after two contract extensions, the construction units have not yet completed the volume as committed to the investor. "As a last resort", Ha Tinh General Hospital had to send a "rescue" document to the People's Committee of Ha Tinh province. However, up to now, the sluggish construction situation and the unfinished project have not been completely resolved. Therefore, the construction units are continuing to request a third extension of the project completion date.
Regarding the project management and operation capacity of the investor and the spirit and responsibility of the project construction units, many enthusiastic opinions in the meeting said that if the People's Committee of Ha Tinh province does not have measures to urge and handle the situation thoroughly, it is unknown when the Obstetrics and Pediatrics Center project (Ha Tinh General Hospital) will be completed and will the delay refrain recur?
