After nearly 95 years of leading the Vietnamese revolution, our Party has led the people to gain national independence, unify the country, and build a prosperous and happy country. The strength of the people, the strength of the great national unity has always been a great source of internal strength, creating great victories for the Vietnamese revolution, contributing to bringing the country firmly into a new era, an era of national growth.

After nearly 40 years of carrying out the renovation process and more than 30 years of implementing the Platform for national construction during the transitional period to socialism, our country has achieved great and historic achievements; the country has developed more strongly and comprehensively. These achievements are thanks to the Party's wise leadership, which has persistently pursued the ideology of "respecting the people" and creatively applied the lessons of "People are the root", "The country takes the people as the root" of President Ho Chi Minh in mobilizing the people's strength and the strength of great national unity. Through the terms of the Congress, our Party has always emphasized the important position and role of the people in the country's development strategy, in the entire cause of building and defending the Fatherland. During the renovation process, we have created the position and strength of the country, raising the national position in the region and in the international arena; With new opportunities and fortunes, we have gathered all the necessary conditions and are facing a historic opportunity to bring the country into a new era, an era of national growth, successfully implementing the 100-year strategic goals under the leadership of the Party, 100 years of the country's founding, striving by the middle of the 21st century, our country will become a developed country with high income, following a socialist orientation.
The central position and the main role of the people in the innovation process and in the country's development strategy
The people are the subject of all state power, the solid support, the great source of strength of the Party. Under the leadership of the Party, the country is independent, unified, and a new regime is established. It is a regime in which "All benefits are for the people./ All powers belong to the people./ The work of innovation and construction is the responsibility of the people./ The cause of resistance and nation building is the work of the people./ The government from the commune to the central government is elected by the people./ The mass organizations from the central to the commune are organized by the people./ In short, power and strength are in the people" (1). In the process of implementing the renovation, the political -legal relationship "The Party leads, the State manages, the people are the masters" continues to be built and increasingly perfected. The people are placed at the center of all strategies for national development and the renovation process. The central position and the main role of the people in all development strategies of the country in the new period are shown in the important contents of the Party.
The people's forces and revolutionary movements of the people are the decisive factor for success and the driving force for the cause of innovation, industrialization, modernization of the country and the construction of socialism in Vietnam. The reality of nearly 40 years of national innovation shows that the Party's innovation policy was partly formed from the creativity in labor and the will to overcome difficulties of our people. Assessing the central position of the people and their patriotic emulation movements, the late General Secretary Nguyen Phu Trong affirmed: "The success of the resistance war for national construction, construction and defense of the socialist Fatherland of our people over the past 70 years has affirmed the correct and creative value of Ho Chi Minh's thought, the guiding ideology of our Party on patriotic emulation. It can be said that all the achievements of our country's revolution are associated with the effective organization of patriotic emulation movements" (2).
The central position of the people in the economic development strategy. A basic characteristic, an important attribute of the socialist orientation in the market economy in Vietnam is that "it is necessary to link the economy with society, unify economic policies with social policies, economic growth goes hand in hand with the implementation of social progress and equity in each step, each policy and throughout the development process" (3). That means, not waiting until the economy reaches a high level of development before implementing social progress and equity, and even more so, not "sacrificing" social progress and equity to pursue simple economic growth. On the contrary, every economic policy must aim at the goal of social development. It is these contents that most clearly demonstrate that the Vietnamese people are the subject, the center, and the target of service of the socialist-oriented market economy of Vietnam.
The people are the center, the subject of creation, preservation, transmission and promotion of national culture. Building and developing an advanced Vietnamese culture imbued with national identity is the task of all the people. This is also an important content and characteristic on the path to building socialism. Cultural development is one of the key issues and outstanding content in the Documents of the 13th National Party Congress. The Party's viewpoint affirms that the focus of building and developing culture is to build people with personality and build a healthy cultural environment; focusing on the relationship between culture and politics, culture and economy; building culture in the Party and in the political system; building civil servant culture, public service culture, especially public service ethics, focusing on the exemplary role of cadres and party members...; “The subjects of building and developing culture are the Party leading, the State managing, the People being the creative subjects; the intellectuals and artists play an important role” (4). The People are both the subject and the object of creating institutions to ensure equality in opportunities and enjoyment of culture.
The central position of the people in the strategy of managing sustainable social development, ensuring progress and social justice continues to be affirmed. The 13th National Party Congress emphasized ensuring socialist orientation in social policies, controlling social stratification, “timely and effectively handling risks, contradictions, and social conflicts, ensuring social order and safety, protecting the legitimate and legal rights and interests of the people. Linking economic development policies with social policies, paying attention to the field of social work, improving the quality of people's lives” (5), “Developing a comprehensive social security system, moving towards universal coverage with policies to prevent, minimize and overcome risks for people, ensuring assistance for vulnerable groups” (6), “Effectively building and implementing population and development policies,… improving population quality, associated with improving the quality of human resources, ensuring a reasonable population growth rate and gender balance at birth,… Improving the quality of health care services, protecting and caring for the health of mothers and children,…” (7). The three orientations set forth by the 13th National Party Congress have clearly defined the people's role as the subject and central position in the Party's strategy for managing sustainable social development and ensuring social progress and equity. The people's role as the subject and central position are also reflected in foreign affairs policies and activities. That is the viewpoint of building a comprehensive and modern diplomacy with three pillars: party diplomacy, state diplomacy and people's diplomacy. This is the crystallization of the entire Party's wisdom in the cause of national renewal, demonstrating the continuation of the tradition of "taking the people as the root" of the Vietnamese nation. The people's strength gathered and promoted under the Party's leadership has created great victories for the Vietnamese revolution. Renewal, in the end, is the cause of the people, by the people and for the people. The noble and specific goal of the comprehensive and synchronous renovation is to care for and protect the people's supreme and comprehensive interests, and that goal can only be achieved if the people's strength is increasingly strengthened. Therefore, in order for the people to affirm and promote their central position and fundamental role, the most fundamental and sustainable measure is to nourish the people's strength.
Our Party always pays attention to promoting the role of the people and the strength of great national unity, clearly demonstrated in various aspects, specifically:
1- Building and perfecting the mechanism to ensure people's participation in building the Party and the political system. Identifying the responsibilities of the people and of the people's socio-political organizations; identifying the contents and areas in which people participate in building the Party, setting out the processes and work chains for people to participate in building the Party. Building and perfecting the mechanism will create conditions for revolutionary actions of Party organizations and cadres and Party members to take place in a systematic manner. That creates a regular routine in the work of building and rectifying the Party. It points out the specific contents, methods, positions, roles and responsibilities of the Party at all levels in particular and other members in the political system in general, as well as the responsibilities of cadres and Party members; at the same time, further clarifying the responsibilities of the people. Based on this mechanism, Party committees, Party organizations, and each cadre and Party member will develop their own programs and plans for implementation in relying on the people to build the Party. If this can be done, it will prevent and combat the disease of formalism, perfunctoriness, sloppiness, and generalization, and doing things perfunctorily. This mechanism must be regularly reviewed, supplemented, and perfected when performing assigned tasks.
2- Promote the strength of national solidarity by having the people contribute their opinions to the Party in all aspects; including the formulation of the Party's guidelines and policies, and the State's laws and policies. The Party and the government must sincerely listen to the people's opinions and accept appropriate opinions, which means that there must be real research, summarization and dialogue with the people about the opinions contributed by the people, in appropriate forms. The effectiveness of this work will be significantly improved if organizations in the political system and the contingent of cadres and party members are dedicated and have the vision when implementing and carrying out their tasks.
3- Rely on the people to introduce outstanding people for the Party to consider admitting them into the Party, and to arrange them into important leadership and management cadres at all levels of the political system. The strength and quality of the Party and the political system are a synthesis of many factors; including the quantity, especially the quality of the Party and State's cadres and civil servants. Strengthen inspection and supervision so that the political system can consider removing weak, corrupt, negative, and opportunistic elements from the apparatus; must rely on the people to create revolutionary movements, from which the people can introduce outstanding people from all classes, genders, sectors, fields, ages, regions, etc. to organize consideration to supplement the political system of each agency, unit, and locality.
4- To promote the strength of great national unity, there must be a goal orientation. The goal of the Vietnamese revolution is: Peace, unity, independence, democracy, prosperity and a worthy contribution to the common cause of the world revolution (as President Ho Chi Minh's last wish was written in his Testament); a rich people, a strong country, democracy, fairness, civilization. All the strength of great national unity is directed towards such a vector of force, any manifestations that deviate from that goal weaken the strength, such as small acts that oppose the sustainable development of the country in the direction of socialism; acts that divide the great unity bloc, stir up hatred, discrimination of ethnicities, regions, religions (including hatred of international ethnicities),... We cannot accept the strength of cohesion in the style of "group interests", in the style of guilds, families, clans, "cronies". It is unacceptable to use people's power to fight and protest for personal gain, to resist law enforcement officers, to disrupt public order, and to violate national sovereignty and security.

Promoting the people's role as the main subject in participating in the cause of national construction, development and defense in the new era - the era of national development
In practice, through the development stages of the country, the promotion of the role of the subject, the central position of the people, the promotion of the people's strength, the strength of the great national unity has always been innovated to meet the requirements and demands of reality, especially the promotion of the people's mastery has been concretized, with many rich contents and forms, meeting the new development requirements of the country. The content of promoting the role of the subject, the central position of the people, the promotion of the people's strength, the strength of the great national unity has been applied and innovated in the direction of including many topics and issues to meet the practical breath of life; from implementing economic development policies, ensuring social security, eliminating hunger, reducing poverty, improving people's material and spiritual life to mobilizing the masses to comply with the law, actively participating in building a clean and strong Party, building an action-oriented, honest and people-serving State, promoting patriotic emulation movements, etc. In particular, with the promotion of the implementation of the Grassroots Democracy Regulations (now the Law on Implementing Grassroots Democracy), with the motto "People know, people discuss, people do, people inspect, people supervise, people benefit" and the mechanism "Party leads, State manages, people are the masters" has created consensus in society, promoted the strength of great national unity, becoming the pillar of socialist democracy. Along with the process of political system innovation, the Party's mass mobilization system has been gradually consolidated, improved, and closely coordinated with the system of Party committees, the system of the Vietnam Fatherland Front and socio-political organizations, playing a core role in building the great national unity bloc, promoting the "national treasure of the people's hearts", contributing to the successful implementation of the innovation process. Under the leadership and direction of Party committees and authorities at all levels, movements such as skillful mass mobilization, government mass mobilization, with many typical models and advanced examples, have had a widespread effect, contributing to the successful implementation of socio-economic development goals and political tasks of each agency, unit and locality. Thanks to the correct policies on innovation in the content and methods of mass mobilization, we have mobilized a huge resource among the people, promoted the role of the people as the subject and center, contributed to the implementation of socio-economic development programs, national target programs, such as the New Rural Construction Program, the emulation movement "promoting the development of modern, synchronous infrastructure, practicing thrift, and fighting waste".
The people promote their role as the main subject in contributing opinions to the development of the Party's guidelines and policies, and the State's policies and laws. Collecting people's opinions in contributing to the development of Party Congress documents is an important task, aiming to gather and promote the people's intelligence and mastery in formulating important guidelines, policies and decisions of the country, demonstrating the Party's consistent viewpoint that "People are the root", all development policies are for the people; at the same time, demonstrating the people's responsibility, sentiment, and enthusiasm, the unity between "People's Heart" and "Party's Will".
Promoting the role and responsibility of the people in building and protecting the Party's ideological foundation. In each historical period, the Party continues to issue specific instructions on protecting the Party's ideological foundation and fighting against erroneous and hostile viewpoints. This work has been carried out systematically, consistently and resolutely from the Central to local levels and has achieved important results. With the consensus of the people, the people's trust in the Party and the regime, and the resolute participation of Party committees and organizations at all levels, the Party, through the people, proactively detects, prevents and defeats all plots of hostile forces to distort and sabotage the Party.
Promoting the role and responsibility of the people in the fight against corruption, negativity and waste. Practice shows that the consensus, support, response and active participation of the people have created a combined strength, a great driving force for the fight against corruption, negativity and waste to achieve important results in recent times. The fight against corruption, negativity and waste has created strong changes, made breakthroughs, and increasingly gone into depth, linking "building" and "fighting". Laws on corruption prevention and control, waste, inspection, auditing and public finance have been amended and improved, creating a premise for building a comprehensive and extensive mechanism for corruption prevention and control, negativity and waste. Up to now, the work of preventing and combating corruption, negativity and waste has continued to be promoted, with many new, positive, synchronous and effective changes at both the central and local levels, achieving many important, comprehensive and clear results, creating positive effects, spreading strongly throughout society, receiving the consensus, support and high appreciation of cadres, party members and people, and being internationally recognized; contributing significantly to strengthening people's trust, creating social consensus towards the Party and State.
However, in recent times, the promotion of the people's role as the subject and central role in the renovation process still has limitations and shortcomings. Some policies have not met the legitimate aspirations and legitimate interests of the people, many of their concerns have not been resolved; the people's right to mastery in many places is still violated. The degradation of political ideology, ethics, lifestyle, corruption, waste, and negativity among a number of cadres, party members, and civil servants has not been effectively overcome, reducing the Party's fighting strength and the people's trust in the Party and the State. The strength of the great national unity bloc and socialist democracy has not been given full attention and promotion at times and in some places. These limitations have caused "people's hearts", or in other words, the thoughts and moods of a number of people to have concerns, causing negative impacts on social consensus, and weakening the strength of the great national unity bloc.
Main tasks and solutions to promote the people's strength and the great national unity bloc in the new era - the era of the Vietnamese nation's rise
The new era - The era of national development is the era of development, building a rich and strong country under the leadership and rule of the Communist Party of Vietnam, successfully building a socialist Vietnam, a rich people, a strong country, a democratic, fair and civilized society. The strategic goal by 2030 is for Vietnam to become a developing country with modern industry and high average income; by 2045, it will become a developed socialist country with high income; strongly arousing national spirit, spirit of self-reliance, self-confidence, self-reliance, national pride, aspiration for national development, closely combining national strength with the strength of the times. To achieve that goal, in the coming time, it is necessary to focus on implementing the following basic contents:
Firstly, raise awareness and responsibility of Party committees, Party organizations, political systems and people about the position and importance of the role and position of the people, promote the strength of the people, the strength of the great national unity. Build a clean and strong Party, consolidate the trust and prestige of the people. Build a strong Party in terms of politics, ideology, ethics, organization and cadres. Continue to innovate Party building work in political and ideological education; focus on building the Party in terms of ethics, enhance the responsibility of setting an example of cadres and Party members, especially leaders. Improve the political capacity, intellectual level, and fighting spirit of the entire Party and of each cadre and Party member; seriously and effectively implement solutions on Party building and rectification. Focus on building solidarity and unity within the Party, the political system and among the people. Raise vigilance, proactively identify, detect early, from afar, prevent, combat, and promptly handle plots and tricks to divide the Party, the State from the people, and sabotage the great national unity bloc. Strengthen solidarity within the Party, maintain the Party's core leadership role in building and promoting the tradition and strength of great national unity.
Second, promote the implementation of mass mobilization work according to Resolution No. 25-NQ/TW, dated June 3, 2013, of the 7th Central Conference, 11th tenure, on "Strengthening and innovating the Party's leadership over mass mobilization work in the new situation"; Decision No. 23-QD/TW, dated July 30, 2021, of the Politburo, "On promulgating the Regulation on mass mobilization work of the political system"; focus on promptly and effectively resolving the people's legitimate and legal concerns and recommendations. Promote mobilization and propaganda work, innovate and diversify forms of propaganda on the tradition of great national solidarity for cadres, party members, association members and people; closely combine propaganda and education on the tradition of great national solidarity with propaganda on the Party's guidelines and policies, the State's policies and laws, development achievements, the image of the country and people of Vietnam. Promote digital transformation, apply information technology in propaganda activities, improve the quality and effectiveness of mass mobilization work, through solidarity and gathering union members to promptly grasp the legitimate and legal aspirations of the people, changes in social structure and strata to meet the requirements of the new development stage.
Third, build a socialist rule-of-law state of Vietnam that is truly of the people, by the people, and for the people; promote administrative reform and democracy.
Continue to perfect policies and strategies on promoting the tradition and strength of national solidarity in the new period; promote the role of all social classes, awaken the potential and creativity of every Vietnamese person, contributing to building a prosperous and happy country. Innovate and strengthen the institutionalization of the Party's policies and guidelines into timely and popular policies and laws of the State so that the people can exercise their mastery in practice. Strengthen the mass mobilization work of state agencies; develop specific regulations for the government to effectively carry out mass mobilization work.
Fourth, promote the great national unity bloc, innovate the content and methods of operation of the Vietnam Fatherland Front, socio-political organizations and mass associations.
Promote the effective implementation of Resolution No. 43-NQ/TW, dated November 24, 2023, of the 13th Central Executive Committee, on "Continuing to promote the tradition and strength of great national unity, building our country to be increasingly prosperous and happy"; strongly innovate the content and methods of operation so that the Vietnam Fatherland Front is truly a political alliance, a voluntary union representing the will, aspirations, rights and legitimate and legal interests of the people; ensure consultation, coordination and unified action with member organizations. Strengthen the core political role and responsibility of the Vietnam Fatherland Front and socio-political organizations in building the great national unity bloc; Gather, mobilize, and unite the people, focusing on grassroots areas, promote patriotic emulation movements, campaigns, practice democracy, strengthen social consensus, meet the requirements of the new situation and the legitimate aspirations of union members, association members, and people.
Fifth, promote socialist democracy, potential and creativity of the people.
Build mechanisms and policies to promote all potentials, resources and creativity of the people; promote the role of the subject, the central position of the people in building and defending the Fatherland; on the great national unity, arouse the will and aspiration to develop the country. Organize well the implementation of the law on democracy at the grassroots level and the motto "People know, people discuss, people do, people inspect, people supervise, people benefit" in all types of organizations and grassroots units. Promote the people's mastery in all areas of social life. Build appropriate mechanisms for people to participate in giving opinions in the policy-making process, deciding on major and important issues of the country, issues closely related to people's lives; promote the spirit of openness, receptivity, responsibility for information and explanation of state agencies for recommendations and proposals of the people according to regulations. Promoting democracy goes hand in hand with strengthening discipline and order in society; enhancing social consensus, associated with raising citizens' sense of responsibility; strictly handling acts of taking advantage of democracy to sabotage the Party and State, and dividing the great national unity bloc. Promptly supplementing regulations on the responsibilities of citizens, cadres, civil servants, public employees, and workers in implementing democracy at the grassroots level.
Sixth, focus on improving people's material and spiritual life.
Party committees, party organizations, authorities, the Vietnam Fatherland Front and socio-political organizations, and people of all walks of life must fully grasp Ho Chi Minh's thoughts on the lessons of "People are the root", "People are the master", constantly raise awareness and organize the implementation of the Party's guidelines and policies, the State's policies and laws, demonstrate high determination in caring for and improving people's lives, consider this a top priority task, create motivation for people to carry out the task of building and defending the Fatherland and building a clean and strong Party and political system. Promote socio-economic development, especially effectively implementing the three national target programs, bringing practical and substantial results to the people, especially in remote, isolated and disadvantaged areas. Continue to perfect social security policies in line with the socio-economic development process; Complete and supplement specific mechanisms and policies to ensure that disadvantaged groups have full access to basic social services. Complete and supplement mechanisms, policies, planning, and investment in upgrading the social security system, ensuring diversity, comprehensiveness, and suitability with socio-economic development conditions and the State's ability to mobilize and balance resources. Diversify resources, promote socialization, and implement transparency in the exploitation, management, and use of resources to implement social policies and develop the social security system. Continuously build and foster political awareness and capacity to implement human rights and practice socialist democracy. Create mechanisms and policies for businesses and people to enhance their material and financial potential, adapt to market mechanisms and deep international integration, including the policy of "leniency for the people", fostering the people's strength "leaving no one behind", and improving the quality of human resources.
Seventh, promote the role and responsibility of the people in participating in building a clean and strong Party and political system, and strengthen the close relationship between the Party and the people.
Promote the role and responsibility of the people in participating in building the Party and the State and giving opinions to cadres and party members. Propaganda, mobilization and creating conditions for people to understand and strictly comply with the Party's guidelines and policies, the State's policies and laws, and fulfill their obligations and rights as citizens. Create conditions for people to express their legitimate thoughts and aspirations to the Party and the State; develop the capacity to "be masters", know how to use their mastery and demonstrate their mastery in all areas of economic - political - social life and know how to protect their legitimate rights, interests and aspirations.
Eighth, promote the responsibility of setting an example for leaders, key leaders, cadres and party members; build and implement standards of professional ethics and public ethics in each agency, unit and locality. Bring the study and following of Ho Chi Minh's ideology, morality and style into depth, in conjunction with patriotic emulation movements and campaigns, and the implementation of political tasks in each locality and unit; closely link the implementation of Directive No. 05-CT/TW with self-criticism and criticism in the implementation of Resolution No. 04-NQ/TW for the 11th, 12th and 13th terms, contributing to building a clean and strong Party and political system. Focus on identifying and determining signs of degradation in political ideology, morality, lifestyle, "self-evolution", "self-transformation" within the Party, gradually overcoming the state of deference, avoidance and fear of conflict; Promote the spirit of struggle, resolutely protect what is right, refute and eliminate what is wrong and deviant manifestations. Resolutely fight against manifestations that violate the Party's guidelines and policies and the State's laws./.
