The government proposed using a unified set of textbooks to save money and ensure consistency, but the review agency noted that there must be a quality control mechanism to avoid monopoly. The draft also promotes digital transformation, building a national database, and mobilizing public-private partnerships, but it is necessary to improve teachers' digital capacity to avoid a movement. International cooperation is expanded, encouraging the organization of seminars and attracting foreign experts, but educational security must be ensured.
The policy to support learners includes free textbooks from 2030, free tuition for National Defense and Security Education at universities, support for key doctoral students, and avoiding duplication with the current program. The draft requires ensuring at least 20% of the budget for education, incentives for land, taxes, and transparent credit, and preventing policy abuse. If the remaining contents are completed, the Resolution will create an important institutional foundation for a modern, autonomous, and integrated education system.
