[Video] Law on National Reserves (amended): Supplementing strategic reserves, promoting decentralization and socialization

On the morning of November 17, continuing the program of the 10th Session of the 15th National Assembly, under the direction of Vice Chairman of the National Assembly Le Minh Hoan, the National Assembly listened to Minister of Finance Nguyen Van Thang present the Report on the draft Law on National Reserves (amended) and listened to the verification report of Chairman of the Economic and Financial Committee Phan Van Mai.

The report stated: After more than 12 years of implementation, the Law on National Reserves has created a basic legal framework, but some contents have not met new requirements, especially the use of reserve goods to ensure social security, decentralization of management and requirements of synchronization with new laws.

Therefore, comprehensive amendments are needed to ensure consistency and effective implementation. The draft law consists of 06 Chapters and 35 Articles, 31 articles less than the current law. The important new point is to add strategic reserves to ensure national strategic autonomy, increase the ability to regulate the market, and contribute to socio -economic stability.

The Law also promotes decentralization and delegation of power, assigning the Government to prescribe the list of national reserves and strategic reserves suitable for each period; at the same time, it supplements the mechanism for socializing national reserves, allowing the mobilization of legal resources from enterprises, with support for management costs, preservation, taxes and interest rates according to regulations.

The Government proposed that the law take effect from July 1, 2026; the content on strategic reserves will take effect from January 1, 2027. The Economic and Financial Committee proposed to continue perfecting the policy on strategic reserves and socialization, ensuring transparency and efficiency, meeting the requirements of market regulation and ensuring economic security and social security.
