[Video] Increasing authority and responsibility in state secret protection activities

Continuing the program of the 10th Session of the 15th National Assembly, the National Assembly listened to the Government's Report and the Verification Report of the Committee on National Defense, Security and Foreign Affairs on the draft Law on Protection of State Secrets (amended).

According to Minister of Public Security Luong Tam Quang, the draft Law consists of 5 chapters and 28 articles, inheriting the relevant provisions of the 2018 Law, while amending and supplementing 21 articles to increase the authority and responsibility of agencies, especially commune-level authorities, in protecting state secrets.

The draft Law adds many new points such as: allowing the drafting and storage of state secrets on an independent LAN within the agency; strictly prohibiting the use of artificial intelligence to violate state secrets; perfecting regulations on electronic document processing and abolishing a number of internal administrative procedures.

Examining the draft Law, the Committee for National Defense, Security and Foreign Affairs basically agreed, and at the same time proposed clarifying the concepts of "independent LAN", "state secret electronic documents"; specifying the scope, classification, and protection period; decentralizing authority in copying, destroying, managing, and transferring state secrets; and supplementing regulations on secret protection in the context of digital transformation and artificial intelligence application.
