The People's Procuracy sector is always united, striving, competing to excellently fulfill the tasks assigned by the Party, State and people. Our Party and State always acknowledge and highly appreciate the merits and contributions of the People's Procuracy sector, from protecting the achievements of the revolution, maintaining political security, consolidating the people's government, ensuring social order and safety, preventing and combating crime, preventing and combating corruption, waste and negativity; to protecting justice, protecting human rights, citizens' rights, the legitimate rights and interests of the State, organizations and individuals.
To fulfill its important mission, General Secretary To Lam suggested that the work of the prosecution sector must always closely follow and effectively serve the country's political tasks in the era of national development and advancement; the sector's activities must be placed in the overall requirements of building a socialist rule-of-law state, in the context of the Party directing the comprehensive promotion of the renovation process, synchronously implementing strategic tasks and breakthrough policies to rapidly and sustainably develop the country, care for people's lives, maintain independence, sovereignty , political and social stability and deeply integrate with the world.
The General Secretary pointed out that it is necessary to continue to do well the work of Party building, building a clean, strong, modern sector, ensuring smooth, efficient, effective and efficient operation of the 3-level People's Procuracy model after the reorganization and streamlining; promoting the spirit of solidarity and responsibility; strengthening discipline, order and integrity within the sector; building the People's Procuracy as one of the important institutions to protect socialist legality, maintain the integrity of the judicial system, directly contributing to ensuring the principle of the rule of law, protecting human rights and civil rights - the core values of the socialist rule of law State.
In particular, the sector is interested in building a team of prosecutors with strong political will, deep expertise, clear ethics, strict discipline, courage to protect what is right, and determination to fight against what is wrong. Each prosecutor must clearly realize that he or she is directly participating in the mission of protecting the legal foundation for the cause of building and defending the Fatherland. Therefore, the sector must constantly train political qualities and public service ethics according to Uncle Ho's teachings, prosecutors must be "Fair, upright, objective, cautious, and modest"; at the same time, they must constantly study and improve their working qualifications, meeting the increasingly high requirements and demands of the job in the new period... In prosecution activities, it is necessary to ensure compliance with the law, the right person, the right crime, focusing on preventing wrongful convictions, letting criminals escape, and handling them strictly, while also ensuring humanity and humanity, this is the main responsibility of each officer, civil servant, and prosecutor of the procuracy.
According to General Secretary To Lam, the prosecution activity is not only to enforce the law, but also to enforce justice with a humane spirit; the law is not only to punish, but also to educate, reform, protect and pave the way for goodness. Every decision to prosecute, not to prosecute, protest or petition... is related to the fate of a person, so it is necessary to consider both reason and emotion very carefully, ensuring that justice is enforced, the person being prosecuted is "convinced", thereby consolidating and strengthening the people's trust in the country's judiciary.
General Secretary To Lam requested the inspection sector, in supervising judicial activities, to ensure that all investigation, prosecution, trial and execution activities are in accordance with the law; to ensure that judicial power is strictly controlled; to ensure the prevention of crime, corruption and negativity from law enforcement agencies. To strengthen the protection of public interests, the interests of the State and the interests of vulnerable groups; to closely supervise the settlement of civil, administrative and commercial cases, etc.
The General Secretary emphasized the need to increase the application of simplified procedures and non-litigation measures (mediation, dialogue, negotiation, plea agreement, etc.) to combat waste, minimize social conflicts, save human and material resources, reduce litigation costs and social costs; continue to promote summarizing practices, researching theories, advising, and proposing to perfect institutions on judicial organization and activities in general and prosecution in particular.
The Procuracy must review and improve internal control mechanisms within the sector; participate in building, improving and implementing well the mechanism of assignment and coordination with agencies in the internal affairs sector. The clear assignment of functions and tasks between the Procuracy, the court, the investigation agency, and the enforcement agency must be closely and effectively coordinated, on the basis of the rule of law and respect for the independent authority of each agency; coordination is to ensure that all violations of the law are detected and strictly handled, with the right person and the right crime, without letting criminals escape, and without wrongfully convicting innocent people.
In recognition of its great contributions over the past 65 years of construction and development, the People's Procuracy has been honored to receive many noble awards from the Party and the State: 3 Ho Chi Minh Medals (1985, 1990, 2020); Gold Star Medal (2010); First-class Independence Medal (2015); many Labor Hero Titles; many medals, flags and Certificates of Merit from the Prime Minister... In 2025, the Supreme People's Procuracy was awarded the Labor Hero title by the President.
