Vietnam aims to be in the world's top 40 in the innovation index by 2030.

WIPO's GII 2025 report ranked Vietnam 44/139 countries, creating an important foundation to realize the goal of being among the top 40 countries in the world in innovation by 2030.

The recently released Global Innovation Index (GII) 2025 report by the World Intellectual Property Organization (WIPO) shows that Vietnam has many indicators with growth.

Accordingly, Vietnam ranked 44/139 countries and economies , although maintaining the same ranking compared to 2024, this is still a good ranking result.

The fact that Vietnam maintains and keeps a good ranking on the rankings shows that the Party and Government's development orientation based on science , technology and innovation is correct.

Mr. Pham Dinh Nguyen, Director of the Academy of Science and Technology Strategy (Ministry of Science and Technology) said that the issuance of important Resolutions by the Politburo such as Resolution No. 57-NQ/TW on breakthroughs in science and technology development, innovation and national digital transformation, Resolution 59-NQ/TW on international integration in the new situation, Resolution No. 68-NQ/TW on private economic development... together with the Law on Science, Technology and Innovation 2025, Resolution No. 193/2025/QH15 of the National Assembly on piloting a number of special mechanisms and policies to create breakthroughs in science and technology development, innovation and national digital transformation, is expected to create momentum for breakthrough developments in science and technology.

This can help Vietnam continue to maintain its ranking in the following years and if done well, Vietnam will make a step higher than its current ranking to reach the goal of having Vietnam's GII index among the top 40 countries in the world by 2030, as set out in the Strategy for Science, Technology and Innovation Development by 2030.

To realize the expectation that Vietnam's GII index will be among the top 40 countries in the world, Mr. Pham Dinh Nguyen said that the core issue now is that Vietnam must improve its endogenous innovation capacity, especially in three pillars including institutions - human resources - science and technology infrastructure and innovation.

At the same time, it is necessary to continue to stabilize and increase the effectiveness of policies, with Vietnam continuing to maintain incentives for innovation, intellectual property protection, strengthening intellectual property rights and commercialization of intellectual property, especially, quickly transforming intellectual property, knowledge, and research results into economic value through innovation, improving the business environment, shortening procedures, increasing transparency, and taking enterprises as the center of innovation.

Mr. Pham Dinh Nguyen also said that it is necessary to increase investment in research and development and technological innovation in enterprises; encourage the private sector, especially innovative start-ups, to participate deeply in the global value chain.

Along with that, focus on developing high-quality human resources, attracting and utilizing talents, combined with the formation of innovation centers, key laboratories, and high-tech zones in key economic regions to create a solid foundation for breakthroughs.

In addition, Vietnam needs to pay attention to and invest in brand development, focusing on increasing the quantity and quality of intellectual products and services with Vietnamese brands, not only manufacturing under contracts and processing, but also developing creative brands, designing creative products based on indigenous knowledge, developing creative industries, and promoting the science and technology market.

Mr. Le Ngoc Tri, CEO of EM&AI Joint Stock Company (a company specializing in technology solutions, especially focusing on developing conversational AI in the public administration system) proposed that in order to improve the ranking and increase the innovation index in the next period, Vietnam needs to continue to improve institutions, develop infrastructure, focus on developing high-quality human resources, promote innovative human resources, and especially focus on supporting small and medium-sized enterprises to promote research and development to improve the development level of enterprises.

For start-ups and technology enterprises - pioneering enterprises contributing to promoting innovation, the State needs to create specific and breakthrough policies to support enterprises such as supporting facilities, increasing the proportion of support for research and development, free working space, connecting experts...

In addition, the State needs to provide financial, tax and legal support as well as create a controlled testing environment for innovative start-up projects to contribute to promoting resources and improving Vietnam's innovation level, contributing to realizing the expectation that Vietnam's GII index will be among the top 40 countries in the world according to the goal of the Science, Technology and Innovation Development Strategy by 2030.

Regarding the Global Innovation Index 2025 Report, the research team of the GII Strategy Institute said that the GII 2025 Report, WIPO recorded that Vietnam is in the group of middle-income countries with the most improved rankings since 2013 (along with China, India, Türkiye, Philippines, Indonesia...)

Vietnam, along with India, is the only country to have outperformed its development level for 15 consecutive years. In Southeast Asia, Vietnam’s GII ranking in 2025 has surpassed Thailand, ranking third after Singapore and Malaysia.

However, Vietnam's GII ranking in recent years has shown signs of slowing down because the role and contribution of innovation has not corresponded to the level of national development as well as the general trend of the world.

Therefore, Vietnam needs to make stronger and more drastic efforts in implementing strategic orientations and breakthroughs in science and technology development and innovation, especially in the context of countries in the region increasing investment and reform to improve GII rankings, creating increasingly greater competitive pressure./.
