Vietnam acts with high determination to realize its commitment goals at COP26

Realizing Vietnam's commitment at COP26 requires action with high determination, great effort, mobilizing all resources, the whole society and the whole people.

On the morning of October 2, at the Government Office, Prime Minister Pham Minh Chinh, Head of the National Steering Committee for the Implementation of Vietnam's Commitments at COP26 (COP26 Steering Committee) chaired the 5th Meeting of the Steering Committee. Also attending were Deputy Prime Minister Tran Hong Ha, Deputy Head of the Steering Committee; leaders of ministries, branches and central agencies. Opening the Meeting, Prime Minister Pham Minh Chinh emphasized that the meeting took place in the context of the whole country making efforts to overcome the consequences of storm No. 3; showing that climate change and natural disasters are increasingly complex, causing dire consequences. Therefore, fighting climate change requires faster action, including implementing commitments on emission reduction. After COP26, Vietnam established the COP26 Steering Committee and implemented Vietnam's commitments at COP26. The members of the Steering Committee have actively carried out their tasks and achieved many positive results. Vietnam's international commitments have been legalized. The action program and many programs, projects and proposals to implement Vietnam's commitments at COP26 have been developed and implemented. However, compared to the needs, the actual situation needs to be more drastic. The Prime Minister affirmed that the current situation further affirms that green development is an inevitable trend and that the implementation of the commitment to reduce emissions requires "high determination, great efforts, drastic actions, focus and key points", assigning "clear people, clear work, clear responsibilities, clear time, clear products" to perform the tasks in the coming time more effectively, combining national strength, the strength of the times, making efforts to adapt to climate change, reduce greenhouse gas emissions towards net emissions of "0", protect the environment, develop the country rapidly and sustainably to firmly enter the new era, the era of national development.

Implementing Vietnam's commitment at COP26 requires action with high determination, great efforts, mobilizing all resources, the whole society, the whole people, including connecting, mobilizing resources, experience and promoting international cooperation to overcome difficulties and challenges. At this meeting, the Prime Minister requested the members of the Steering Committee to focus on assessing the implementation of Vietnam's commitments at COP26, especially the results of the implementation of the tasks set out at the 4th meeting of the Steering Committee, the results of the implementation of JETP (Agreement on Just Energy Transition) and AZEC (Asian Zero Emission Community)... Along with assessing what has been done and what has not been done; difficulties and obstacles; objective and subjective causes; propose tasks and solutions for the coming time to effectively implement Vietnam's commitments at COP26, especially giving opinions on amending the legal framework to facilitate investment from businesses and international organizations in energy transition. According to the Steering Committee, since the 4th Session, the Government and the Prime Minister have issued many mechanisms, policies, strategies, planning, plans and specific projects to implement Vietnam's commitments at COP26. The Government has submitted to the National Sea Space Planning for approval by the National Assembly ; issued a Decree regulating the mechanism for direct electricity purchase and sale, the mechanism for adjusting average retail electricity prices and electricity price frameworks, and the mechanism for encouraging rooftop solar power... to promote the development of renewable energy and clean energy in the medium and long term.

The Prime Minister has approved the Hydrogen Energy Development Strategy; National Energy Development Strategy; Vietnam Automobile Industry Development Strategy; National Energy Master Plan; Plan for implementing the VIII Power Plan; National Action Plan for implementing the Glasgow Declaration on Forests and Land Use; National Action Plan for Transforming a Transparent, Responsible and Sustainable Food System; JETP Implementation Project and announced the Resource Mobilization Plan for JETP Implementation at COP28; Project for Sustainable Development of One Million Hectares of High-Quality and Low-Emission Rice Cultivation in the Mekong Delta; Project for Improving Forest Quality to Preserve Forest Ecosystems and Prevent and Combat Natural Disasters; Project for Developing the Multi-Use Value of Forest Ecosystems. The Prime Minister has issued a list of important national programs, works and projects, key energy sectors; a list of key energy-using facilities; List of greenhouse gas emission facilities that must conduct greenhouse gas inventories; issue a Directive on strengthening carbon credit management... Government leaders and leaders of ministries and branches have worked with many international partners to promote access to financial and technological resources, open up many opportunities for development cooperation, towards low-carbon growth and promote equitable energy transition. Ministries, branches and agencies have actively participated in implementing many tasks and solutions from perfecting institutions and policies to implementing specific projects and schemes and have achieved many results since the 4th meeting of the Steering Committee. To implement the commitments at COP26, domestic and international banking organizations in Vietnam have accompanied the Government, actively participating in implementing many services and products along with green credit packages, green loans to serve green transition and equitable energy transition. State-owned corporations have taken the lead in researching and developing new energy sources, implementing green transformation; promoting digital transformation, green transformation in management, operation, saving energy, raw materials, reducing greenhouse gas emissions. Provinces and cities continue to organize, implement and thoroughly grasp tasks and solutions to reduce greenhouse gas emissions, gradually implementing the commitment to net zero emissions by 2050. Localities have urged businesses to conduct greenhouse gas inventories, reduce emissions, develop waste-to-energy plants; develop energy-saving public lighting systems. Some major cities have widely developed electric bus routes and public bicycle networks. Some localities have been promoting participation in programs and projects to exchange results of reducing forest carbon emissions. Regarding the implementation of JETP and the AZEC Initiative, they have been actively deployed. In particular, the development of the Plan to mobilize resources to implement JETP was announced by the Prime Minister at the COP28 Conference, proposing 37 investment projects already in programs and plans; 181 investment projects proposed to call for funding; 61 projects/project groups for technical assistance proposed by domestic and international partners; 10 project idea groups proposed by the IPG Group and the GFANZ Financial Alliance. Implementing AZEC, ministries and branches have coordinated with the Japanese side to propose Working Groups to promote the implementation of AZEC, green transformation to promote public-private cooperation between Japan and Vietnam; coordinated with the Japan Bank for International Cooperation (JBIC) to propose the Platform to promote AZEC projects - Green Transformation. The Japanese side has proposed 82 energy projects in groups and is actively working with agencies under the Ministry of Industry and Trade ... VNA reporters continue to inform about the Meeting.
