The friendship between Vietnam and the Russian Federation has a history of more than seven decades and has been cultivated by the people of both countries. This invaluable common asset has been preserved in the past, nurtured in the present and has become the foundation for the future of the Vietnam-Russian Federation Comprehensive Strategic Partnership.

Russia was the first country with which Vietnam signed a declaration establishing a Strategic Partnership. More than a decade later, the Vietnam-Russian Federation relationship developed more comprehensively and deeply, which was the foundation for the two countries to decide to elevate their relationship by establishing a Comprehensive Strategic Partnership framework in July 2012 during President Truong Tan Sang's visit to Russia. This cooperation framework has created new momentum for the Vietnam-Russia relationship to develop in all areas to date. Next, the Vision of Comprehensive Strategic Partnership until 2030 announced by the two countries on November 30, 2021 is of great significance, creating new momentum for stronger cooperation. In recent years, from politics , defense, security, trade and investment, energy to science and technology, education and health, all areas of cooperation are facing very good prospects. The two sides have close views on many international and regional issues. Most recently, meeting the Vietnamese leaders on the sidelines of the Belt and Road Forum (BRF) in October 2023, President Putin once again affirmed that Vietnam is one of the most important partners of the Russian Federation in the Asia-Pacific region. Last March, in a phone call with President Putin, General Secretary Nguyen Phu Trong emphasized that Vietnam identifies the Comprehensive Strategic Partnership with the Russian Federation as one of the top priorities in its foreign policy. Familiar symbols and determination to accompany For many years, the energy and oil and gas sectors have been considered symbols of Vietnam-Russia economic cooperation with names that have become familiar to the Vietnamese people such as the Hoa Binh Hydropower Plant (a project built by the Soviet Union to help Vietnam, bringing high economic efficiency, ensuring energy security for Vietnam in the development process). In addition, there are Vietnam-Russia joint ventures in the oil and gas sector such as Vietsovpetro, Rusvietpetro, Gazpromviet, Vietgazprom... It can be affirmed that the space for cooperation between the two countries in these fields is very promising. Vietnam is in the stage of industrialization and modernization of the country, the demand for investment, construction and development of infrastructure, energy and electricity is very large. Recently, in a meeting on the sidelines of the 27th Saint Petersburg International Economic Forum in Russia, representatives of the two countries continued to emphasize the "pillar" role of oil and gas - energy cooperation with directions for green energy transition and sustainable development. Despite the common difficulties of the world economic situation, trade - investment cooperation between the two countries has continued to be strengthened in recent times. The 24th meeting of the Vietnam - Russia Intergovernmental Committee on economic - trade and scientific - technological cooperation took place in April in Hanoi with many orientations and solutions to remove difficulties and seize opportunities in bilateral economic cooperation. With the determination and efforts of the two countries, trade turnover in 2023 will reach 3.63 billion USD, an increase of 2.3% compared to 2022, towards recovery as before Covid-19. In particular, in line with the current general development trend of the world, green transformation, renewable energy, and digital economy are areas that both countries are very interested in and have great demand for. Vietnam and the Russian Federation both focus on developing the digital economy, aiming to make the digital economy one of the main growth drivers, opening up great cooperation opportunities for the two countries in general and businesses in particular. Recently, at the workshop "Prospects of Vietnam-Russia digital economic cooperation" held in Moscow, Vietnamese Trade Counselor in the Russian Federation Duong Hoang Minh shared: "In recent years, the digital economy in Vietnam and the Russian Federation has developed very strongly. The potential for cooperation between the two countries is also huge. Right at the Russian Embassy in Vietnam, there is a new title, which is digital attaché. The two countries have a legal foundation, creating favorable conditions for the development of the digital economy in the coming time". Obviously, in every development bridge, the two countries always work together to resolve difficulties and challenges, take advantage of every opportunity and make efforts, determined to move economic cooperation forward.

Certainly, for many generations of Vietnamese people, Russian “essence” and Russian literature have permeated their souls and held a very important place in their hearts. That comes not only from the support and political and economic cooperation that the Russian Federation has given to Vietnam, but also from the harmony of souls and feelings between the people and the cultural connection over many decades. Many generations of Vietnamese scientists, culturalists, and scientific and technical experts… have taken flight from the “nursery” that is Russia. Up to now, the friendship between Vietnam and the Russian Federation has always been strong, the strength for the two countries to overcome the challenges of time and the events of the times and to strengthen every day. It is a priceless common asset of the two countries and peoples of Vietnam and the Russian Federation, constantly nurtured, continued and passed on to future generations. In recent times, cultural exchange and people-to-people diplomacy have been promoted by both countries, with the highlight being the Cross Year of Friendship (2019-2020) on the occasion of the 70th anniversary of diplomatic relations. The initiative of the Cross Year of Science and Technology is being made a reality by both countries. In conclusion, I would like to quote Deputy Prime Minister Tran Hong Ha: "I have strong belief that the vision and determination of the Leaders and people will be the guiding light for the two countries to move forward together on the path of development".
