Deputy Foreign Minister Do Hung Viet said that the parties attending COP28 highly appreciated Vietnam's commitment and spirit of "saying and doing" in combating climate change.

"The participation of the Prime Minister and the Vietnamese delegation at the conference demonstrated the role, position and stature of the country after nearly 40 years of renovation," Deputy Foreign Minister Do Hung Viet said in an interview on the afternoon of December 4 about the results of Prime Minister Pham Minh Chinh 's working trip to attend the 28th Conference of the Parties to the United Nations Framework Convention on Climate Change (COP28) in the UAE last week.

The conference takes place in the context of climate change continuing to cause serious impacts globally. The climate system is approaching the red line, while there is still a large gap between the commitments made by the Parties and the actions implemented on the ground. This year's COP28 is considered the largest conference in history, with the participation of nearly 140 high-level leaders and about 90,000 delegates.

Prime Minister Pham Minh Chinh's speech at the conference and chairing of multilateral events conveyed a major message about Vietnam's policy on socio -economic development and international integration, according to the Deputy Minister.

"Before international friends, we have highlighted Vietnam's responsibility and commitment in participating in handling one of the biggest global challenges today, climate change," Mr. Viet emphasized.

Vietnam has outlined 12 measures to reduce greenhouse gas emissions as well as ensure energy security, people's benefits, and economic development goals. The Prime Minister announced a plan to mobilize resources to implement the Just Energy Transition Partnership (JETP), attracting the attention and commitment of support from countries and international organizations.

Vietnam has not only demonstrated its commitment through words but also through concrete actions. The main message that Prime Minister Pham Minh Chinh sent to countries through his speeches at COP28 was to turn commitments into concrete actions. The Prime Minister also shared what Vietnam has done, emphasizing the need for developed countries to support developing countries in terms of finance, technology, human resource training, and governance capacity for green transformation.

The Deputy Minister said that countries highly appreciated Vietnam's commitment and spirit of "saying and doing". Many countries affirmed that they will support and accompany Vietnam in energy transition, improving adaptation capacity, and promoting green growth.

In addition to attending COP28, Prime Minister Pham Minh Chinh also had bilateral activities in the UAE. Previously, the Prime Minister paid an official visit to Türkiye from November 28-30.

Mr. Viet assessed that the Prime Minister's visit to Türkiye was a breakthrough in the relationship between the two countries, including promoting the early opening of the Turkish Consulate General in Ho Chi Minh City; opening the door for key export items and agricultural products of each country; aiming for bilateral trade turnover to reach 4-5 billion USD.

This year, Vietnam and Türkiye celebrate the 45th anniversary of diplomatic relations. Türkiye is the largest direct investor in Vietnam in the Middle East with a total registered capital of one billion USD. Bilateral trade turnover in 2022 will reach more than 2 billion USD.

During the visit, the leaders of Vietnam and Türkiye discussed for the first time the possibility of upgrading their relationship to a new partnership framework. The two countries also initiated negotiations on a Free Trade Agreement (FTA). "This is a strong breakthrough in the cooperation mechanism, demonstrating the determination of the leaders of both sides in consolidating and strengthening the relationship between the two countries," said Mr. Viet.

In the UAE, the Prime Minister and leaders of this country agreed to accelerate negotiations and soon sign the Comprehensive Economic Partnership Agreement (CEPA), soon increasing trade turnover to 10 billion USD in the coming years. The UAE supports Vietnam in developing the Halal industry (products that comply with Islamic regulations), green growth, digital transformation, innovation, building financial centers, logistics, sports...

Vietnam and the UAE celebrate 30 years of diplomatic relations this year. The UAE is Vietnam's largest trading partner with two-way trade turnover reaching 8.7 billion USD in 2022.

During the working trip, Vietnamese ministries, sectors, localities and enterprises signed 31 cooperation agreements with UAE, Turkish and international partners in the fields of security, agriculture, civil aviation, human resources, digital transformation, seaports, etc.

Senior leaders of Türkiye and the UAE both affirmed that they consider Vietnam a leading partner with a particularly important position in ASEAN.

The Deputy Minister emphasized that the Middle East is both a market that can expand economic cooperation and export of Vietnamese goods, and a source of attracting huge investment capital from large corporations and investment funds. "Proactively strengthening relations with countries in the Middle East is of practical significance in opening up new markets, attracting investment and new resources to serve Vietnam's development in the coming time," said Mr. Viet.
