
From the afternoon of October 29 to 3:00 p.m. on October 31, the rainfall measured at Ke Go Lake (Cam Due Commune, Ha Tinh ) was up to 384 mm. The lake is currently overflowing with a flow rate of about 350 m³/s, causing the water level of Ngan Mo River to rise, causing local flooding in many residential areas downstream, especially Cam Binh and Cam Due communes.
In Cam Binh commune, prolonged heavy rains caused floodwaters to quickly inundate residential areas along the river. According to Mr. Pham Viet Dinh - Head of An Viet village, about 80% of households in the village (nearly 150 households) are currently flooded and partially isolated. The government and people have proactively supported each other in evacuating, especially single-parent households, the elderly, women and children who have been temporarily taken to high-rise buildings in the village.



“We have prepared gas stoves and necessities. If the water continues to rise, people will move to the second floor of the house of wisdom to ensure safety. For now, people and the government are monitoring the rain and water situation tonight,” said Mr. Dinh.
Prolonged heavy rains caused many villages and hamlets to be deeply submerged in water. In some places, the water level rose from 1.2 to nearly 2 meters, flooding into people's yards and houses. Inter-village and inter-hamlet roads were submerged in water, making it impossible for motor vehicles to move, forcing people to use bamboo boats or small boats to get around and deliver necessities.

Many households in low-lying areas had to evacuate to high-rise buildings or to relatives’ houses on higher ground. Many households proactively anchored their boats in front of their doors in case the water level rose further during the night.
Mr. Nguyen Duy Ngan - Standing Deputy Secretary of the Party Committee of Cam Binh commune said: "The locality has arranged forces on duty 24/24, assigned to each deeply flooded area to grasp the situation and support people in a timely manner. Currently, all households are guaranteed safety, the government has fully prepared means, food and medicine, ready to respond if the water continues to rise. The An Viet village area is deeply flooded, we regularly monitor the situation, remind people to proactively take precautions and will organize immediate evacuation to the intellectual house if the water level rises higher".


In Cam Due commune, after Ke Go lake overflowed with a flow rate of 350m³/s, the water level on Ngan Mo river continued to rise rapidly, the flow became stronger and faster. Many inter-village and inter-commune roads such as My Phu, My Dong, Thong Nhat... were deeply flooded, the water flowed turbulently, completely cutting off some residential areas. In the fields, the water rose to waist-high levels, the swirling flow made traveling extremely difficult.
Faced with this situation, people proactively raised their property, moved their belongings to the second floor, and brought their motorbikes and cars to the community cultural house or other high areas. Some households in low-lying areas had to use small boats to move to safe areas and supply food. Many families had prepared drinking water, dry food, and flashlights to cope with prolonged heavy rain.


The commune government mobilized all militia, police and mass organizations to stay close to each village and residential area, helping people move their belongings and supporting single-parent households, the elderly and pregnant women to safety. The rescue force operates around the clock, ready to assist if the water rises quickly or if an unexpected incident occurs.
Mr. Dang Van Thanh - Head of the Economic Department of Cam Due Commune said: "From last night to today, the locality has proactively evacuated households living in low-lying areas along the Ngan Mo River to safe places. Priority is given to the elderly, single-parent households and families with young children. Temporary shelters such as the village cultural house, commune headquarters and solid structures have been prepared in case the flood situation and the discharge flow of Ke Go Lake become more complicated. After tonight, if the water continues to rise, the authorities will activate an additional evacuation plan, ensuring absolute safety for the people."

Currently, the communes downstream of Ke Go Lake are maintaining a 24/7 duty regime, mobilizing the maximum force of police, militia, and grassroots organizations to closely monitor the development of rain and floods and the overflow flow of the lake. Rescue teams are always on duty in deeply flooded areas, ready to deploy plans to evacuate people and provide emergency relief when requested. The loudspeaker system operates continuously to update the situation, instructing people to proactively avoid and not move through flooded areas and strong currents.
The commune authorities affirmed that the highest goal is to absolutely protect the lives and property of the people. All response plans have been activated according to each level of flood. Priority is given to evacuating the elderly, children, single-parent households and families in riverside and low-lying areas. At the same time, local forces are also assigned to supply food and drinking water, ensuring daily life for isolated households. In the context of continuing heavy rain, people's initiative, calmness and compliance with recommendations are key factors in minimizing risks and ensuring safety in all situations.
