Vietnam is ready to share its experience in restructuring and organizing the apparatus with Laos.

The General Secretary affirmed that Vietnam always strongly supports Laos in the cause of national renewal and development, and is ready to assist Laos in implementing strategic issues in the new term.

On October 27, at the Party Central Committee Headquarters, General Secretary To Lam received a delegation of the Lao People's Revolutionary Party led by Comrade Kikeo Khaykhamphithoune, Politburo member and Deputy Prime Minister, who visited and attended the 12th Theoretical Workshop between the two Parties.

General Secretary To Lam welcomed comrade Kikeo Khaykhamphithoune and the Lao People's Revolutionary Party delegation to visit and attend the 12th Theoretical Workshop between the Communist Party of Vietnam and the Lao People's Revolutionary Party.

General Secretary To Lam highly appreciated the significance of this visit and the Workshop, which took place in the context that the two Parties and two countries are actively implementing the Resolution of each Party's Congress, aiming to successfully organize the National Party Congress in early 2026, and at the same time, it is a time when both countries are making efforts to arrange and perfect the organizational apparatus of each country's political system.

The General Secretary expressed his excitement and high appreciation for the positive and comprehensive results that Laos has achieved in recent times, especially the good implementation of preparations for the organization of the 12th National Party Congress, creating a solid foundation to enter a new stage of development.

The General Secretary affirmed that Vietnam always strongly supports Laos in the cause of national renewal and development, is willing to share experiences, and gives the highest priority to assisting Laos in implementing strategic issues in the new term.

On this occasion, General Secretary To Lam respectfully conveyed his warm regards to General Secretary and President Thongloun Sisoulith and Lao leaders.

The General Secretary emphasized that theoretical work plays a particularly important role for both Parties. The theme of this year's conference is "Arranging and organizing the apparatus of the political system to meet new development requirements - Experience of Vietnam, experience of Laos" is a strategic content, which has received special attention and close direction from the leaders of the two Parties and the two States.

This is an opportunity for managers and scientists from both sides to have in-depth exchanges, clarifying the similarities in the reform orientations of Vietnam and Laos; and to discuss orientations for building a streamlined, unified apparatus that operates effectively, efficiently, and is close to the people and for the people.

General Secretary To Lam said that in recent times, Vietnam has actively reorganized and streamlined its apparatus, improved the effectiveness and efficiency of the political system, thereby drawing many valuable lessons.

Vietnam has determined that only by having a streamlined apparatus, a good staff and effective operations can the Party's resolutions be implemented in a substantial manner; emphasizing that the reorganization of the apparatus is aimed at changing the governance mindset, shifting from a serving government to a development-creating government, with the people at the center.

The big lesson is that "all policies of the Party must be for the people," ensuring that "what is said must be done; the Central Government sets an example, and localities respond," in which the Central Government guides and issues policies, and localities proactively implement them in accordance with reality, meeting the needs and interests of the people right at the grassroots level.

This is a valuable experience that Vietnam is willing to share with Laos to contribute to consolidating the theoretical foundation and improving the leadership and governing capacity of each Party in the new period.

On behalf of the delegation, comrade Kikeo Khaykhamphithoune thanked General Secretary To Lam for taking the time to receive him and sharing valuable information, demonstrating the loyal and steadfast brotherly affection between the two Parties and two peoples.

He congratulated Vietnam on its great, comprehensive and historic achievements after 40 years of renovation; expressed special impressions with the outstanding results in streamlining and reorganizing the political system, considering these valuable experiences for Laos to study and apply appropriately to its own practice.

Comrade Kikeo Khaykhamphithoune said that the 12th Theoretical Workshop is a continuation of the tradition of theoretical cooperation over many years, contributing to enriching the theoretical treasure of the two Parties, serving the leadership and direction of national development in the new situation; affirming that the results of theoretical cooperation between the two Parties not only contribute to deepening the special Vietnam-Laos relationship, but also help both sides strengthen the theoretical basis for Party building and national development along the socialist path.
