The 12th Theoretical Workshop between the Communist Party of Vietnam and the Lao People's Revolutionary Party

On October 28, in Da Nang, the 12th Theoretical Workshop between the Communist Party of Vietnam and the Lao People's Revolutionary Party took place with the theme "Arranging and organizing the apparatus of the political system to meet new development requirements: Experiences of Vietnam and Laos".

The delegation of the Communist Party of Vietnam was led by Comrade Nguyen Xuan Thang, Politburo member, Director of the Ho Chi Minh National Academy of Politics, Chairman of the Central Theoretical Council; the delegation of the Lao People's Revolutionary Party was led by Comrade Kikeo Khaykhamphithoune, Politburo member, Deputy Prime Minister.

Also attending were leaders of central ministries and branches, Da Nang city and theoretical and scientific researchers from Vietnam and Laos.

Speaking at the welcoming ceremony, Secretary of the Da Nang City Party Committee Le Ngoc Quang said that the ceremony was an important event, organized according to the agreement between the senior leaders of the two Parties and included in the 2025 Foreign Affairs Plan approved by the Secretariat of the Central Committee of the Communist Party of Vietnam; at the same time, he expressed his honor that the city was chosen by the Central Committee as the venue for the ceremony.

Emphasizing that the reorganization and streamlining of the apparatus is a regular task of strategic significance to enhance the leadership and governing capacity of the Party, Secretary of the Da Nang City Party Committee Le Ngoc Quang said that the 12th Theoretical Workshop between the Communist Party of Vietnam and the Lao People's Revolutionary Party is an important forum for theorists, leading experts and policy makers of the two sides to exchange and deepen the core issues in the construction and development of the two countries.

In his opening speech, comrade Nguyen Xuan Thang focused on clarifying the necessity and strategic requirements of current practice in reorganizing the apparatus of the political system towards streamlining, compactness, strength, efficiency, effectiveness, and efficiency, as well as the achievements and practical experiences of the Communist Party of Vietnam in building a political system that meets new development requirements; at the same time, affirming the topical and special significance of the conference's theme, especially when both Parties are actively preparing in all aspects towards the National Congress of Delegates.

Comrade Nguyen Xuan Thang emphasized that the most distinctive and outstanding point of this organizational reorganization is the methodical approach, great determination, great efforts, along with new thinking, new mottos, and new ways of doing things, thereby bringing about many important results, contributing to shaping a new face for Vietnam's political system.

He also pointed out that the practical implementation of the process of restructuring and streamlining the apparatus has shown that many new issues have arisen, which need to be further studied, grasped and handled promptly and effectively in the coming time, such as: personnel work, especially at the grassroots level; application of technology and digital transformation in apparatus management; ensuring working conditions and facilities for the apparatus after restructuring; decentralization, delegation of authority, reasonable assignment of tasks and strengthening supervision in the new government system; perfecting the Party organization and leadership apparatus in new administrative units after the merger.

In his opening speech, comrade Kikeo Khaykhamphithoune affirmed that the arrangement and organization of the political system is an important issue of the Party, which needs to be carried out according to strict principles, processes and steps, with in-depth and thorough research and analysis, and a comprehensive and objective view of the issue.

At the two discussion sessions of the workshop, delegates from both sides listened to and presented thematic reports, exchanged, discussed, and analyzed the role of the Party, along with challenges, lessons, and experiences in the work of arranging and organizing the apparatus of the political systems of the two countries.
