On October 29, the Ministry of Science and Technology and the Ministry of Science and Information Technology of Korea jointly organized the Vietnam - Korea Digital Forum with the theme "From industry-specific AI to inclusive AI: Korea - Vietnam co-creating the future".
According to Korean Ambassador to Vietnam Choi Young Sam, the two countries have built a solid foundation of cooperation in various fields and it is time to expand to the digital field.
To do this, it is necessary to cooperate in building essential digital infrastructure such as Next Generation Networks and AI data centers, training excellent students to become professional talents, leading innovation, and investing in and nurturing startups with leading capabilities.
Speaking at the event, Deputy Minister of Science and Technology Hoang Minh informed about the strategy, policies and orientation for AI development in Vietnam. Accordingly, Vietnam determined that it must have a Vietnamese AI intellectual infrastructure, so it will quickly build a national AI supercomputing center and open shared AI data.

Computing infrastructure, data ecosystem, domestic digital technology enterprises and research force, startups... will help Vietnam accelerate AI development.
Vietnam also pursues an open AI strategy, promoting AI applications in enterprises, state agencies and key areas to develop AI, creating Make in Vietnam AI enterprises.
“The National Technology Innovation Fund (NATIF) of the Ministry of Science and Technology will allocate a high proportion to support AI applications and issue vouchers to small and medium-sized enterprises using AI in Vietnam. The domestic market is the cradle for creating Vietnamese AI enterprises,” Deputy Minister Hoang Minh emphasized.
By the end of 2024, 80% of businesses and 88% of knowledge workers in Vietnam will have used AI, showing an unprecedented level of penetration. In state agencies, due to the sharp increase in workload compared to 5 years ago, AI application is no longer an option but a necessity.
Vietnam aims to be in the top 3 ASEAN and top 20 in the world by 2030, and in the top 10 countries in AI by 2045, with about 10 AI brands made in Vietnam, 50,000 AI engineering experts, 2 national high-performance computing centers, and 100% of civil servants using virtual assistants to support their work.
Regarding the five pillars of action: infrastructure, data, applications, people, and finance, Mr. Ho Duc Thang, Director of the National Institute of Digital Technology and Digital Transformation (Ministry of Science and Technology), said that Vietnam does not compete with large companies, does not compete in infrastructure or general AI models, but focuses on mastering core technology through specific problems of Vietnam in each field. For example, developing a large language model for Vietnamese language and Vietnamese culture to preserve national identity.
He proposed that Korean enterprises jointly invest in digital infrastructure and AI data centers in Vietnam, develop specialized AI solutions for the market, and call on Korean institutes and schools to cooperate closely in research, development and training of 50,000 AI engineers.

The theme of “From Vertical AI to All-Inclusive AI - Opening the Future Together” clearly demonstrates the direction of digital cooperation that Vietnam and Korea are aiming for. Korea is currently promoting a strategy of developing both vertical AI focusing on the industrial environment and all-inclusive AI with human-centered. Meanwhile, Vietnam is the center of AI innovation in Southeast Asia thanks to its rapidly growing digital market and young, dynamic human resources.
Mr. Park Yoon Kyu - Director of the National IT Industry Promotion Agency of Korea, pledged to continue working with key organizations to further promote digital growth between Korea and Vietnam in all fields, including AI, data, startups and talent exchange.
