AI: Strategic solution to improve administrative procedure efficiency

The application of smart technology is becoming an important factor in overcoming problems in handling administrative procedures at the grassroots level, especially in mountainous and remote areas, after the establishment of a two-level government. The Department of Science and Technology (DOST) of Phu Tho has proposed the application of AI as a strategic solution to address difficulties in implementing online administrative procedures at the local level.

In September 2025, under the direction of the Department of Science and Technology, Phu Tho province coordinated with Vietnam Posts and Telecommunications Group ( VNPT ) to pilot the AI ​​Virtual Assistant solution. VNPT Phu Tho installed and trained the use of this system at three provincial-level Public Administration Service Centers and six commune-level Public Administration Centers, including Vinh Yen, Hoa Binh, Viet Tri wards, and Tho Tang, Phung Nguyen and Yen Tri communes. By September 24, 2025, the system had been installed on 68 computers serving officials and 16 computers for citizens.

The AI ​​virtual assistant has been directly integrated into the administrative procedure information system and is also present on computers at the one-stop department, helping officials and people easily look up and process records. AI is not only capable of recognizing file components but also summarizing legal documents, guiding administrative procedures, and supporting the lookup of documents, forms, fees and time to perform procedures.

During the pilot phase from September 11 to 25, 2025, the AI ​​Virtual Assistant has brought about remarkable results:

Increased processing speed : Average application processing time has been reduced from 10 minutes to 5 minutes, saving over 60 hours of work in just over 10 days of operation.

Continuous Q&A support : The system has received and processed 1,793 Q&A requests from officials (mainly related to legal documents and procedures) and 1,024 requests from citizens and businesses (mainly about implementation instructions, conditions, and document components). AI allows automatic responses 24 hours a day, every day.

Reduced workload : AI helped screen 734 online profiles, automating the process and reducing the workload of face-to-face guidance, allowing civil servants to focus on more specialized tasks.

The application of AI has helped people save time waiting for direct consultation, instead they can quickly look up information via chatbot. This service is completely free, provides continuous support and ensures quick, complete responses with fewer errors than manual methods.

Phu Tho promotes digital transformation at the grassroots level

Not only stopping at deploying AI, Phu Tho also innovates implementation methods to bring online public services closer to the people.

In addition to the AI ​​Virtual Assistant, the smart kiosk device integrating AI in grassroots public administration management has also been put into use. Hien Luong Commune is the first unit in the province to apply this device on October 23, 2025. This device integrates many features such as guidance, information search, request submission and feedback evaluation right at the location.

Some mountainous communes have issued policies to encourage people and businesses to use online public services, including free support through online channels such as Zalo, electronic information pages, giving promotional gifts, as well as including the criteria of "Outstanding digital transformation citizens" in periodic commendation and giving priority to quickly processing complete online applications.

In addition, the "Vulnerable Citizen Support Group" was also deployed to access public administrative services and promote the "Community Digital Education" program.

Thanks to flexible implementation methods, the rate of receiving and processing online public services in Phu Tho has reached a high level, with 82.98% at the provincial level and 84.85% at the commune level from July 1 to October 13, 2025.

These initiatives have helped the Phu Tho provincial government achieve significant results in the digital transformation process, towards an efficient, modern and accessible administrative model.
