According to a VNA reporter in New York, the resolution received 165 votes in favor, 7 votes against and 12 abstentions, continuing to demonstrate the international community's widespread opposition to the unilateral embargo policy that has lasted for more than 60 years.
The UN Secretary-General's report and Cuban Foreign Minister Bruno Rodríguez's statement stated that the unjustified US embargo seriously harms the Cuban people's right to development, health, education and food security, with losses of more than 7.5 billion USD in the period from March 2024 to February 2025, an increase of nearly 50% compared to the previous year.
Many countries and groups of countries at the meeting criticized the embargo as a violation of the UN Charter and international law, calling on the US to end its outdated policy and remove Cuba from the list of "state sponsors of terrorism".

Speaking at the meeting, Ambassador Nguyen Hoang Nguyen, Chargé d'Affaires ad interim of the Permanent Mission of Vietnam to the UN, reaffirmed Vietnam's solidarity and strong support for Cuba, calling for the complete and unconditional lifting of the embargo. The Vietnamese representative cited the lesson of normalizing Vietnam-US relations after 30 years as a testament to the power of dialogue and reconciliation based on mutual respect, expressing hope that this spirit will shape the relationship between the US and Cuba in the near future.
The Charge d'Affaires of the Vietnamese Mission to the UN affirmed that Vietnam will steadfastly support Cuba in protecting its independence, sovereignty , self-determination and development rights, and stressed that the UN General Assembly resolution not only demonstrates international solidarity with Cuba, but also affirms the fundamental principles of the UN Charter, international law and human conscience.
The resolution “Necessity to end the economic , commercial and financial embargo of the United States against Cuba” was first adopted by the UN General Assembly in 1992, calling on countries not to enact or maintain blockade and embargo measures contrary to the UN Charter and international law, and emphasizing respect for equality, sovereignty and freedom of trade and navigation among countries.
