Vingroup Corporation recently sent a document to the Ho Chi Minh City People's Committee proposing to invest in a nearshore wind power plant project in Can Gio district.
Vingroup proposed a project with a scale of about 3,000 MW, producing an estimated 9 billion kWh of electricity per year. The preliminary total investment is about 4.5 billion USD, divided into investment phases in accordance with the load demand in each phase.
In the proposal, Vingroup also stated that the project investment aims to serve the internal electricity supply needs of the Can Gio coastal urban area and the internal needs of the group.

To implement the next steps, Vingroup Corporation proposed that the Ho Chi Minh City People's Committee allow the enterprise to research and survey the Can Gio sea area with an area of 1,163 hectares over the entire Can Gio sea area.
After receiving the investor's proposal, the Ho Chi Minh City People's Committee assigned the Department of Finance to preside over and coordinate with relevant departments to guide procedures for businesses.
On May 21, 2025, the Department of Finance sent a document to Vingroup Corporation, requesting to provide all legal documents related to the proposal to implement the nearshore wind power plant project in the coastal area of Can Gio district.
At the same time, provide reports on project implementation progress, current land use status, difficulties, problems, and other recommendations related to project implementation so that competent authorities have a basis to guide implementation in accordance with legal regulations.
Previously, in April 2025, Vingroup Corporation started construction of the Can Gio coastal urban tourism project (Vinhomes Green Paradise) on a total area of 2,870 hectares.
