The recent heavy floods have submerged many low-lying areas in the communes of the old Duy Xuyen district, causing heavy losses to farmers. In just one night, all aquaculture cages, rice plants, livestock and barns were swept away.
Immediately after the flood receded, officers from the Vietnam Bank for Social Policies (VBSP) were present in the affected areas to grasp the situation, visit and support people in accessing capital for post-disaster reconstruction.
Mr. Tran Lien's family in Tra Dong village, Nam Phuoc commune, was one of the households that suffered the heaviest losses. The sudden rise in the Thu Bon river swept away the entire cage system along with 35 tons of fish that were about to be harvested. The loss was nearly 2 billion VND, all the capital he had accumulated after nearly 10 years of aquaculture.

Facing the risk of losing everything, Mr. Lien received support from the Duy Xuyen Social Policy Bank Transaction Office to complete the documents and quickly disburse 70 million VND in preferential capital to restore production.
Amidst the sound of iron cutting machines on the riverbank, Mr. Lien confided: “My brothers and friends lent me a few million VND, but that amount is not enough. The Social Policy Bank supported me with a loan of 70 million VND, I am so happy! With the capital, I just bought iron and steel to make frames, barrels to make buoys, and nets to rebuild new cages, in time to prepare for the upcoming fishing season. Hopefully the new fishing season will be more favorable.”
Not only Mr. Lien, dozens of aquaculture and livestock farming households in Nam Phuoc commune, Duy Xuyen also suffered similar losses. The loan group and staff of the Social Policy Bank were continuously present at the grassroots level, guiding people to declare and count the losses, to ensure that severely affected households could access the support loan package as quickly as possible.

In Kieu Chau village, Duy Xuyen commune, Ms. Le Thi Thao lost almost her entire livelihood after the flood. Ms. Thao said the rapidly rising water swept away or damaged a flock of dozens of chickens, four pigs (each weighing about 60kg) and all the rice in her house.
“My family suffered heavy losses, almost lost everything. Thanks to the Policy Bank staff coming to my house to guide me on how to borrow money, I hope to borrow about 50 million VND to buy breeding animals, rebuild the pig and chicken herds, and have time to reproduce,” said Ms. Thao.
In the same situation, Ms. Le Thi Thanh Van, Kieu Chau village, Duy Xuyen commune, choked up and said: “More than a hundred ducks and twenty chickens were all swept away by the water. The rice was all wet, and the clothes that customers sent were also ruined.” In the most difficult time, her family received timely visits and support from the Social Policy Bank.

According to Mr. Nguyen Ba Tung, Director of the Duy Xuyen Social Policy Bank Transaction Office, the total damage of households borrowing preferential loans in the 4 communes has reached more than 9.3 billion VND. In that situation, the Bank quickly deployed a post-disaster reconstruction capital package with a total cost of nearly 15 billion VND.

“We proactively go to each affected household to support documents, speed up procedures, ensure that people can borrow capital with appropriate limits, promptly restore production, and prioritize creating conditions for the poor and vulnerable households to quickly overcome difficulties.”
The loans, though not too large, came at the right time, helping people in flooded areas regain confidence and quickly restore production. Thanks to the support of the Vietnam Bank for Social Policies, lending groups and local authorities, many farming households are gradually stabilizing their livelihoods, looking forward to a new crop with more complete hope.
