Dienbien.gov.vn – This afternoon (April 26), the Economic - Budget Committee of the Provincial People's Council held a meeting to review the draft Resolution to be submitted to the 12th session of the 15th Provincial People's Council, term 2021 - 2026. Comrade Ly Thi Phuong Dien, Head of the Economic - Budget Committee, chaired the meeting. Attending the meeting were Comrade Vu A Bang, Vice Chairman of the Provincial People's Committee and leaders of a number of provincial departments and branches.
Comrade Vu A Bang, Vice Chairman of the Provincial People's Committee, clarified some issues that delegates were interested in.
The meeting reviewed the draft : Adjusting the medium-term public investment plan of state budget capital for the period 2021-2025 and adjusting the public investment plan for 2025, Dien Bien province; Regulations on support mechanisms for implementing social housing construction investment projects in the province.
2025 is the final year of the 2021-2025 medium-term public investment plan, however, the 2025 capital plan assigned by the Prime Minister is not equal to the remaining capital plan of the 2021-2025 medium-term plan, changing the ability to mobilize local capital sources. Therefore, it is necessary to adjust the 2021-2025 medium-term public investment plan for the local budget capital period according to the authority to match the total annual capital plan assigned by the central government.
Accordingly, the total medium-term public investment capital for the 2021-2025 period is VND 18,513.823 billion; the adjusted capital plan is reduced by VND 47.803 billion from the local budget capital. The total capital after adjustment is: VND 18,466.02 billion, including: Local budget capital VND 5,282.992 billion; central budget capital VND 8,361.631 billion; National Target Program capital VND 4,821.397 billion.
Regarding the adjustment and detailed allocation of the 2025 plan, allocate in detail 27,146 billion VND of the investment capital plan from land use revenue in 2025 for 11 projects; adjust down 7,963 billion VND of the 2025 local budget capital plan of 11 projects to adjust up the 2025 local budget capital plan for 8 projects accordingly. At the same time, adjust down 36,458 billion VND of the 2025 capital plan of 3 National Target Programs of projects that have no capital demand, do not have enough investment procedures, or are temporarily suspended due to the arrangement of commune-level administrative units; adjust up 36,458 million VND accordingly for projects that have demand and are still lacking capital.
Comrade Ly Thi Phuong Dien, Head of the Economic - Budget Committee, agreed on the content of the meeting to review the draft Resolution.
The Economic - Budget Committee requested the Provincial People's Committee to explain and clarify a number of contents: The investment capital from the local budget deficit to date is 214.2 billion, what plans and solutions does the Provincial People's Committee have to reduce the deficit; solutions to collect revenue from land use in the period of 2021 - 2025; solutions to arrange capital for investment projects using revenue from land use that have not been allocated capital...
Regarding the draft Resolution on Regulations on support mechanisms for implementing social housing investment projects in Dien Bien province. Accordingly, with the goal of developing an additional 20,000 m² of social housing by 2025 in the province, and from 75,000 to 100,000 m² of social housing by 2030...
The Economic - Budget Committee basically agreed with the content of the draft Resolution submitted by the Provincial People's Committee. In addition, members of the Economic - Budget Committee requested the Provincial People's Committee to clarify some contents in Article 2 on the subjects applying the support mechanism for implementing social housing construction investment projects in Dien Bien province; Article 4 on the source of support funding.
Concluding the meeting, Head of the Economic - Budget Committee of the Provincial People's Council Ly Thi Phuong Dien basically agreed with a number of proposals and recommendations according to the adjusted contents of the units as well as the coordination of the agencies. For some adjusted contents, it is necessary to discuss again according to the correct authority on the basis of removing difficulties and obstacles in localities and to have a consistency with reality.../.
