WB commits to speed up the progress of the Integrated Adaptive Development Project - Binh Dinh province
(BĐ) - On the morning of April 18, the World Bank (WB) delegation led by Ms. Yoonhee Kim, Director of the East Asia - Pacific Region's Department of Urban Climate Change Adaptation and Land, had a working session with the Provincial People's Committee on the Integrated Adaptation Development Project - Binh Dinh Province.
Receiving and working with the delegation were comrades: Pham Anh Tuan, Chairman of the Provincial People's Committee; Nguyen Tu Cong Hoang, Vice Chairman of the Provincial People's Committee.
This is the second time in April that provincial leaders have worked with the WB regarding the above project.

The Integrated Adaptive Development Project - Binh Dinh Province will be implemented from 2022-2031, with a total capital of nearly VND 2,660 billion, of which the WB loan is nearly VND 1,580 billion, the rest is the province's counterpart capital. The project has 2 component projects, of which the first project is to invest in the construction of a road from National Highway 19C to Quy Nhon Port, 6.35 km long; the second project is to build a coastal road (DT 639) from My Thanh - Lai Giang, 38.14 km long.

Regarding the preparation of this project, Vice Chairman of the Provincial People's Committee Nguyen Tu Cong Hoang said that the province has started to build 3 resettlement areas to serve the component project of the route from National Highway 19C connecting Quy Nhon Port; at the same time, it has determined the resettlement locations of 33 households within the construction area of Highway 639 from My Thanh to Lai Giang. Other procedures related to the project, including counterpart funds, have been prepared by the province for quite a while, but they have not been able to be implemented because they are still waiting for the WB to appraise and negotiate the Loan Agreement. The province requested the WB to soon complete the internal project appraisal work on the WB side, so that Binh Dinh province, together with Quang Nam province, can coordinate with the Ministry of Finance and related ministries and branches to soon complete the procedures to negotiate and sign the Loan Agreement.

Ms. Yoonhee Kim said that in early May, the WB will have an internal meeting to decide to move to the project appraisal stage, proceed to negotiate and sign the loan agreement. Binh Dinh has been patiently waiting for this project for many years and the WB will strive to speed up the implementation of necessary procedures to soon implement this project.
The members of the WB delegation also appreciated the province's proactive implementation of compensation policies for households within the project's scope of influence; requested the province to pay attention to the WB's compensation and support policy framework for implementation, in order to limit the occurrence of many related issues after the loan agreement is signed.

Speaking at the meeting, Chairman of the Provincial People's Committee Pham Anh Tuan said that the progress of project preparation is too slow, affecting the investment plan and attracting investment for socio-economic development of the province. The province proposed that the WB pay more attention to this project, promptly complete the necessary procedures so that the project can start in October 2025. The province will also propose that the central ministries and branches support the province in implementing the project. Regarding compensation and site clearance, Binh Dinh has a lot of experience and is ready to provide capital for implementation. "For any household affected by the project, including the Integrated Adaptive Development Project, the province must ensure the maximum benefits of the people, the new place of residence must be better than the old place. The bidding packages are also publicly bid, ensuring that the contractors must have experience and financial capacity," Mr. Pham Anh Tuan affirmed.
Ms. Yoonhee Kim expressed her gratitude for the province's determination and pledged to make every effort to soon implement the project as desired by the province.
