Implementing the objectives of the Resolution of the Commune Party Congress for the 2020-2025 term, the Tan Lap Commune Party Committee (Yen My) has actively and synchronously implemented leadership solutions in a direction that closely follows the objectives of each stage, while mobilizing the participation and consensus of the entire political system and the people. Up to now, the commune has completed and exceeded many socio-economic development targets of the term.
During the 2020-2025 term, the Tan Lap Commune Party Committee set out socio -economic development goals, focusing on economic goals to promote the improvement of people's lives and gradually build advanced new rural areas and model new rural areas. Immediately after the Commune Party Congress, the Commune Party Committee and government disseminated and implemented the congress's resolutions to all cadres, party members and people. The Commune Party Committee developed resolutions and action programs to implement the resolutions of Party congresses at all levels, especially the Action Program on mobilizing resources for investment in socio-economic development in the period 2021 - 2025. Every year, closely following the targets and tasks of the Resolution of the 24th Commune Party Congress, term 2020 - 2025 and the actual situation, the Commune Party Committee issued specialized resolutions to lead socio-economic development. In the period of 2020 - 2023, the total mobilized capital of the commune reached nearly 200 billion VND, of which the people contributed 3.5 billion VND.
In economic development, on the basis of exploiting its strengths, Tan Lap commune focuses on developing small-scale industries, trade and services. With its geographical advantage, people in the commune have actively invested in developing industries such as: Transportation services, construction, retail trade, rental housing... Currently, the whole commune has nearly 400 rental houses with about 2,000 tenants. Rental housing services bring income to many households in the commune, but this is also a risk factor causing insecurity and disorder. Therefore, in parallel with facilitating people in developing services, the commune regularly propagates and mobilizes people to comply with regulations on temporary residence and temporary absence registration, and strictly handles violations. The commune has established and maintained the regular operation of 3 self-management groups on security and order in the villages with a total of 30 members. Every year, through inspection, the commune discovers and handles dozens of cases of violations of residence and residence management.
In 2023, the commune will implement the model of "Skilled mass mobilization - government serving people and businesses". With this model, people and businesses in the commune will be facilitated when carrying out administrative procedures in the commune; thereby creating motivation for people and businesses to invest and expand production and business. In addition, the commune creates conditions for workers in the commune to work at enterprises inside and outside the area. Every year, the commune actively coordinates with organizations and units to carry out consulting and career guidance activities for workers. Currently, the commune has over 3,500 workers with stable jobs at enterprises and production facilities.
To achieve the goal of completing the construction of advanced new rural areas by 2023, Tan Lap commune has resolutely implemented solutions to mobilize resources and focus on investing in rural infrastructure. In the period of 2020 - 2023, the commune invested in 39 projects, including 14 transitional projects and 25 new investment projects with a total investment of nearly 200 billion VND. The projects focus on areas such as: Traffic, education , cultural houses, playgrounds and sports equipment... In 2023, from the commune budget, over 100 billion VND was invested to upgrade and renovate nearly 10 rural traffic routes, nearly 20 classrooms and functional rooms of schools, playgrounds and sports equipment of villages... With that effort and determination, on January 30, 2024, Tan Lap commune was recognized by the Provincial People's Committee as an advanced new rural commune in 2023.
Thanks to the synchronous and drastic implementation of leadership solutions, up to now, many socio-economic development targets set out in the Resolution of the Commune Party Congress for the 2020-2025 term have been completed and exceeded, such as: Production value in the period of 2020-2023 increased by an average of 12%/year (target of an average increase of 12%/year); economic structure has shifted positively with the proportion of industry and construction accounting for 55.5% and trade and services accounting for 41% (target by 2025, industry and construction accounting for over 55%; trade and services accounting for over 40%); annual budget revenue has always reached over 200% of the district's assigned plan (target of completing the assigned plan). In 2023, average income per capita reached over 78 million VND (target by 2025 reaching 75 million VND); Poverty rate reduced to 0.59% (target to reduce to below 1% by 2025); population growth rate 0.8% (target below 1%); 3/3 schools meet national standards (target 100% of schools meet national standards)...
Comrade Truong Quoc Bao, Secretary of the Tan Lap Commune Party Committee, said: Thanks to the good implementation of propaganda and mobilization work, consensus and unity have been created in the deployment, implementation and effective implementation of the objectives of the Resolution of the Commune Party Congress for the 2020-2025 term. With the goal of completing the construction of a model new rural commune in 2024, it requires more focus and efforts from both the political system and the people. To achieve this goal, the commune continues to mobilize people to focus on investing in economic development, creating jobs, increasing income, and reducing the rate of poor and near-poor households. In addition, the commune focuses on mobilizing resources to invest in infrastructure, completing and improving the criteria for building advanced new rural areas and model new rural areas.
