Accordingly, Van Hung commune has arranged forces to support people in pulling 253/258 boats and ships to the vacant land in Xuan Tu 1 village and anchoring boats and ships at Xuan Dong village's fishing port. Along with that, Van Hung commune People's Committee coordinated with Van Hung Border Guard Station and functional forces to call and request 352/378 workers working on aquaculture cages at sea to come ashore to take shelter from the storm; deployed forces to "go to every alley, knock on every house, check every vulnerable area"; support households that have not yet secured their houses and carry out plans to secure and protect people's property and lives.

In particular, at 11 key points, Van Hung commune has arranged forces, trucks, and canoes to monitor and deploy measures to evacuate people and move property for people when necessary. In areas with overflowing areas, local authorities have assigned forces to monitor, stand guard, set up warning posts, and prohibit people and vehicles from passing when heavy rain causes flooding and isolation. Propaganda work on the developments of storm No. 13 and storm prevention and control measures has been strengthened by the commune in many forms such as: loudspeaker systems, mobile vehicles, zalo groups in residential areas, etc.

Mr. Nguyen Phuong Phai - Chairman of Van Hung Commune People's Committee said: With the remaining workers working on the rafts, the locality is still arranging working groups to directly go to the site to call and request them to return to shore as soon as possible. At the same time, the locality is also carefully preparing reception points when evacuating people to live and take shelter when heavy rain causes flooding; carefully preparing food, provisions, equipment, medicine, and necessary means to respond to storm No. 13.
