Confirmation of subjects registering to buy, rent, or lease-purchase social housing

The Provincial People's Committee has just issued an official dispatch to deploy the confirmation work according to the prescribed form for subjects registering to buy, rent, or hire-purchase social housing.

Accordingly, the Provincial People's Committee requested agencies, units and enterprises to implement a number of key contents, in which the Department of Construction is the focal agency, responsible for guiding, inspecting and coordinating with relevant agencies, units and localities in confirming for households and individuals who request confirmation of subjects, housing conditions, residence conditions, income conditions, social insurance payments, and have not been compensated by the State with housing and land when reclaiming land to enjoy social housing support policies according to regulations.

After the investor of the social housing construction investment project sends the list of subjects expected to be resolved to buy, rent, or hire-purchase social housing to the Department of Construction, the Department of Construction is responsible for presiding over and coordinating with the Department of Natural Resources and Environment, the Provincial Tax Department and the People's Committees of districts, towns and cities to inspect and review to determine the correct subjects to be supported and eliminate the cases where the person who is allowed to buy, rent, or hire-purchase social housing has been supported multiple times or has had housing or land; has received State support for housing or land; has incurred personal income tax payments in the locality to ensure the time as prescribed.

Km7 residential urban area (Tan An ward, Buon Ma Thuot city) invested by Dak Lak Urban Development Investment Company Limited is implementing a social housing project.

The Provincial Police are responsible for directing the District, Commune and Unit Police to confirm the residence information of the subjects registering to buy, rent or hire-purchase social housing according to the provisions of the Law on Residence. The content of the confirmation of full information according to the request of the people to serve as the basis for registration to resolve social housing.

The Department of Natural Resources and Environment is responsible for checking, verifying and taking responsibility for the verification results regarding the issuance of Certificates of land use rights, house ownership rights and other assets attached to land; the State's support for residential land for subjects buying, renting, or leasing-purchasing social housing must ensure the time based on the request of the Department of Construction.

The Provincial Tax Department is responsible for coordinating the inspection, verification and taking responsibility for the verification results regarding the payment of personal income tax by subjects buying, renting, or leasing-purchasing social housing within the time limit based on the request of the Department of Construction.

During the implementation process, if there are any contents that need to be adjusted, supplemented or problems arise, relevant agencies and units shall propose to the Provincial People's Committee to consider and resolve according to regulations.

Currently, in the province, there are 2 social housing projects being implemented in the Northern Urban Area of the Western Ring Road, Buon Ma Thuot City, invested by An Phu Urban Development and Investment Joint Stock Company, and Km7 Residential Urban Area (Tan An Ward, Buon Ma Thuot City) invested by Dak Lak Urban Development and Investment Company Limited, with a total area of over 67,000 m2, including 951 apartments and 146 low-rise social housing units.
