Construction of emergency works to overcome the consequences of natural disasters in some mountainous districts

The working delegation of the Provincial and Ba Thuoc District Steering Committee for Disaster Prevention, Search and Rescue inspected the emergency construction project: Handling landslides on Cai stream bank in Quang Trung village, Luong Trung commune.

Implementing the assigned work program and tasks, the working delegation of the Steering Committee for Natural Disaster Prevention, Search and Rescue and Civil Defense (PCTT, TKCN and PTDS) of Thanh Hoa province led by comrade Khuong Anh Tan, Deputy Chief of the Standing Office of the Steering Committee for Natural Disaster Prevention, Search and Rescue and Civil Defense of the province, Deputy Head of the Provincial Irrigation Sub-Department inspected the progress of projects and works that have been declared emergency situations by the Chairman of the Provincial People's Committee for natural disasters in Ba Thuoc and Thuong Xuan districts. Accompanying were representatives of the Construction Investment Project Management Board; Department of Agriculture and Environment of Ba Thuoc and Thuong Xuan districts.

In Ba Thuoc district, the working group inspected the emergency construction project: Handling landslides on Cai stream bank in Quang Trung village, Luong Trung commune. It is known that due to the impact of storm No. 3 in 2024, in Ba Thuoc district, there was very heavy rain, the water level on rivers and streams rose high, the rain and floods caused landslides on Cai stream bank with a length of about 400m, affecting 35 hectares of agricultural land of the people in the area, causing insecurity for provincial road 523B and 56 households/251 people currently living in Quang Trung village (the closest landslide point is close to the land of the people's house, about 3m from provincial road 523B). The landslides in this area tend to develop in a complex and unpredictable way, especially when there is rain and floods.

Previously, on September 27, 2024, the People's Committee of Thanh Hoa province issued Decision No. 3904/QD-UBND announcing an emergency situation of landslides on the banks of Cai stream in Quang Trung village, Luong Trung commune, Ba Thuoc district.

The contractor mobilized machinery and equipment to speed up the implementation of the project to handle landslides on Cai stream banks in Quang Trung village, Luong Trung commune.

The contractor has completed over 70% of the construction and installation work of precast concrete components of the Cai Stream Bank Erosion Treatment Project in Quang Trung village, Luong Trung commune.

Mr. Le Lenh Phong, Deputy Director of Thanh Hoa Agricultural Construction Joint Stock Company, said: With a large volume of work, the contractor has been prioritizing the mobilization of human resources and material resources, speeding up the implementation progress to ensure the signing of the contract with the investor, so that the project can ensure progress before the rainy season. Up to now, the contractor has completed over 70% of the construction work of precast concrete structures. The excavation and embankment volume on both sides of Cai stream has basically been achieved. On the contractor's side, there is still a section in the middle of the route with a length of over 300m that has not been cleared. The current difficulty for the project is the scarcity of construction materials and the increase in construction material prices. The contractor has proactively overcome the difficulties, prioritizing the mobilization of construction materials to ensure construction progress, meeting the implementation of the contract signed between the contractor and the investor.

Mr. Hoang Tuan Anh, Director of the Ba Thuoc District Construction Investment Project Management Board, said: For the project to handle landslides on the Cai stream bank in Quang Trung village, the Ba Thuoc District Construction Investment Project Management Board was assigned by the District People's Committee to be the investor. The unit has coordinated with the contractor to remove difficulties and obstacles to speed up the project's progress. When implementing, the Board has coordinated with the Luong Trung Commune People's Committee to encourage the people to immediately create favorable conditions for the contractor to implement the project to ensure progress during the rainy season. The remaining 300m of land has not been handed over to the contractor for construction. The Board has also coordinated with the commune and the surveying unit to strive to hand over the entire site to the contractor for construction before April 15, striving to clear the river by mid-May, ensuring flood drainage during the upcoming rainy season.

In Thuong Xuan district, the working group inspected the project: Emergency treatment of landslides on the right bank of Am River, Hung Long village, Ngoc Phung commune, invested by the Thuong Xuan district Construction Investment Project Management Board. According to the report of Thuong Xuan district People's Committee and the results of the actual inspection on September 26, 2024, due to the impact of floods, especially floods caused by the circulation of storm No. 3 in 2024, heavy rain occurred in the district, especially in Xuan Thang village and Hung Long village, Ngoc Phung commune, the water level of Am River rose high, the flow was strong, causing erosion of riverbank sections with a total landslide length of about 1,100 m, in Hung Long village the deepest landslide was about 50m, the landslide length was about 650m; There is a risk of endangering the lives and property of 77 households/346 people, 2.4km of residential roads, 35kV power lines, siphon canals (TX17), 3 valve houses of the South Chu River and North Ma River canal systems, 30 hectares of agricultural land (16 hectares of sugarcane, 14 hectares of rice) and 2 cemeteries of the village. The landslides in this area tend to develop in a complex and unpredictable manner, especially when there is rain and flooding.

On October 1, 2024, the People's Committee of Thanh Hoa province issued Decision No. 3923/QD-UBND announcing the emergency situation of landslide on the right bank of Am River, Ngoc Phung Commune, Thuong Xuan District, Thanh Hoa Province. The project to handle the emergency landslide on the right bank of Am River, Hung Long Village, Ngoc Phung Commune, Thuong Xuan District, Thanh Hoa Province started construction on March 11, 2025. The content of the construction is a dike to protect the right bank of Am River, with a total length of 1,330.36m and a construction and operation management road of about 3,000.14m. It is expected to be completed before the flood season in 2025.

As the investor, the Thuong Xuan District Construction Investment Project Management Board determined that the project must be implemented immediately and completed before the 2025 rainy season. Currently, the unit has signed a contract with the construction unit and started implementation from March 15. To ensure the construction progress and workload, the Board has requested the contractor to focus on construction machinery, human resources, material resources, equipment, and materials, focusing on the embankment and underground parts during the dry season and completing before April 15 to ensure construction progress and minimize natural disasters before the rainy season. The project has been supported by the people. Currently, households have handed over the land for 2 routes. As for route 3, the Board is coordinating with local authorities to continue to propagate to the people and hand over the land early to the contractor to ensure basic completion before the rainy season.

At the inspected locations, Comrade Khuong Anh Tan, Deputy Chief of the Standing Office of the Provincial Steering Committee for Disaster Prevention, Search and Rescue and Disaster Prevention, Deputy Head of the Irrigation Sub-Department, highly appreciated the efforts of the investor and the contractor to speed up the construction progress of the projects. At the same time, he requested the investor and contractor to continue to coordinate with the local authorities, mobilize and propagate the people of Quang Trung village, Luong Trung commune (Ba Thuoc) and Hung Long village, Ngoc Phung commune (Thuong Xuan) to hand over the remaining site to the contractor to ensure the project's construction progress; mobilize human and material resources to speed up the construction progress, ensure the project is completed on schedule, contributing to the implementation of natural disaster prevention work in 2025.
