Implementing the overall program of State administrative reform for the period 2021-2030, recently, agencies and units in the province have deployed many measures to promote administrative reform, focusing on improving discipline and administrative order of cadres, civil servants, public employees and workers.

Following the direction of superiors, especially implementing the Prime Minister's Project on Public Service Culture, the Provincial People's Committee issued Directive No. 11/CT-UBND dated September 9, 2016 on rectifying discipline, discipline, and public service ethics in State administrative agencies at all levels. Most recently, on March 10, 2023, the Provincial People's Committee continued to issue a document on "rectifying the work of handling and disciplining cadres, civil servants, and public employees", requiring heads of agencies, units, and localities in the province to continue to thoroughly grasp and disseminate regulations on disciplinary action against cadres, civil servants, and public employees under their management; strictly implement the rectification of disciplinary action against cadres, civil servants, and public employees under their authority, especially in cases where cadres, civil servants, and public employees are prosecuted and tried, which must be promptly implemented. Agencies, units and localities proactively develop plans and implement measures to build and maintain public ethics and office culture in State administrative agencies. At the same time, direct agencies, units and localities to promote propaganda on public ethics and office culture. Attach importance to emulation, commendation, motivation and encouragement of cadres, civil servants and public employees to fulfill their tasks well as well as discipline, administrative discipline and public ethics. Regularly set examples of good people and good deeds in performing public duties, associated with implementing discipline, administrative discipline, practicing thrift and fighting waste. Pay attention to training and fostering professional skills and ethics, lifestyle for cadres, civil servants and public employees, especially promoting the responsibility and role of leaders in performing assigned tasks. In addition, proactively review and arrange the cadres, civil servants and public employees; Timely replace those who do not meet the requirements of performing public duties and tasks, show signs of ideological, political , moral, and lifestyle degradation, "self-evolution" and "self-transformation"; effectively carry out the work of recruiting, using and receiving cadres and civil servants to ensure objectivity and transparency...

On that basis, agencies and units in the province have issued working regulations and rules, focusing on improving discipline, administrative discipline, and enhancing the responsibility of cadres, civil servants, and public employees in performing their duties. Aware of this important responsibility, the People's Committee of Ý Yên district has thoroughly disseminated it to all cadres, civil servants, and public employees in the area; at the same time, it has focused on innovation and has many good ways to implement administrative reform, creating satisfaction for people and businesses. Comrade Nguyen Sinh Tien, Chairman of the People's Committee of Ý Yên district, said that in recent times, the district has implemented many models to improve public ethics and administrative discipline in effective administrative reform. Notable models include "Cadres, civil servants, and public employees of Ý Yên district compete to implement office culture", "Improving the quality of operations of the reception and return of results departments at the district and commune levels according to the one-stop, one-stop mechanism". In particular, focusing on selecting and arranging cadres and civil servants to work in the "one-stop" and "one-stop-shop" departments with qualified qualifications, ethics and experience in receiving citizens. Leaders of all levels of government in the district closely follow the grassroots, regularly meet and contact to grasp the thoughts and aspirations of the people, promptly correcting problems in handling administrative procedures. In particular, models of improving public ethics and administrative discipline have strongly innovated in administrative reform, creating changes in handling administrative procedures, promoting digital transformation, focusing on building digital government, implementing online public services, widely applying online payment methods, contributing to improving service quality, bringing satisfaction to organizations and individuals when coming to public agencies. In 2022, Ý Yên district increased by 4 ranks in the provincial administrative reform index.

A highlight in improving public ethics and administrative discipline is that agencies, units and localities in the province have effectively implemented the emulation movement "Cadres, civil servants and public employees of Nam Dinh province compete to implement office culture" in the period of 2019-2025. From 2019 to present, agencies, units and localities have conducted preliminary summaries, discovered new factors, trained and expanded advanced models, good people, good deeds, initiatives and good experiences in the emulation movement. Thereby, there have been many good models of implementing office culture such as: "Cadres and soldiers of the provincial armed forces with building a cultural environment" of the Provincial Military Command; "Thanh Nam Van Hien", "4 xin, 4 luan" of Nam Dinh City People's Committee; "Innovation in service style and attitude of medical staff towards patient satisfaction" of the Health sector; Thematic working group to effectively and qualitatively resolve key and urgent tasks of the Department of Home Affairs; “Building a cultural agency with a quality and effective 8-hour working day”, “Civil servants and public employees say no to negativity” of Hai Hau district…

Along with the awareness of good compliance with discipline and administrative discipline of localities and units, every year the Department of Home Affairs also provides guidance and organizes professional training for the staff, civil servants and public employees who work as staff advisors of units and localities to improve the quality and effectiveness of disciplinary action according to regulations. Organize surprise inspection teams at many units in the province. Through inspections of working hours, implementation of the code of conduct, professional ethics of cadres, civil servants and public employees... the working group has corrected shortcomings and promoted good practices. At the same time, it advises the Party Committee of the Provincial People's Committee and the Chairman of the Provincial People's Committee on reviewing and handling responsibilities for heads of units and localities when there are violations in disciplinary action according to the decentralization of cadre management. Thereby, contributing to improving the efficiency and effectiveness of State management in agencies and units and the sense of responsibility of cadres, civil servants and public employees in public service activities.

With efforts to improve public ethics and administrative discipline, positive changes have been made in the staff, civil servants, and public employees at the province's public agencies in the process of serving the people. In 2022, the province's administrative reform index (Par Index) reached 84.86%, ranking 34th out of 63 provinces and cities nationwide (up 6 places compared to 2021)./.
