Building Hai Phong into a livable port city of Southeast Asia's stature

The Hai Phong City Party Committee sets a goal of building Hai Phong into a modern, civilized, ecological, and livable industrial seaport city of Southeast Asia by 2030.

On the morning of September 27, at the Hai Phong City Convention and Performance Center, the Hai Phong City Party Committee solemnly held the opening ceremony of the 1st Congress of Delegates, term 2025-2030.

In the Congress program, Mr. Le Ngoc Chau, Deputy Secretary of the City Party Committee, Chairman of the City People's Committee, on behalf of the City Party Committee, presented the Political Report of the City Party Committee Executive Committee to the City Party Congress, term 2025-2030.

Successfully implement the Resolution of the Party Congress for the 2020-2025 term

In the 2020-2025 term, the Party Committee, government and people of Hai Phong city and Hai Duong province have promoted the spirit of solidarity and unity, proactively seized opportunities, made efforts to overcome difficulties and challenges, with high political determination and drastic actions, led, directed and successfully implemented the Resolution of the 16th Congress of the Hai Phong City Party Committee and the Resolution of the 17th Congress of the Hai Duong Provincial Party Committee with many important and comprehensive results in all fields.

At the end of the term, Hai Phong city had 13/20 targets achieved and exceeded the targets set by the Resolution, 07/20 targets did not meet the targets. Hai Duong province had 16/19 targets achieved and exceeded the targets set by the Resolution, 03/19 targets did not meet the targets set by the Resolution.

Since July 1, 2025, the two-level local government model (114 communes, wards, and special zones) has officially come into stable and smooth operation, promoting decentralization and delegation of power in a modern direction, close to the people, close to the grassroots; doing a good job of ideological work for cadres to soon stabilize the apparatus and operations. Focusing highly on directing the Congress, by the end of August 22, 2025, 118/118 Party Committees under the City Party Committee had successfully organized the Congress for the 2025-2030 term.

The highlight of the term is promoting administrative reform and digital transformation in the Party and the political system; the organization of meetings, briefings and discussions is improved in a scientific and flexible direction, combining directly with online; the issuance of resolutions is innovated according to the motto "clear work, clear people, clear resources, clear progress, clear responsibility."

Administrative reform, especially administrative procedure reform and digital government development, has achieved many outstanding results, always being among the top in the country. Building e-government improves the quality of service to people and businesses.

Hai Phong City continues to maintain a double-digit growth rate for 10 consecutive years, basically achieving the industrialization and modernization targets according to Resolution No. 29-NQ/TW, dated November 17, 2022 of the Politburo on continuing to promote the country's industrialization and modernization to 2030, with a vision to 2045, affirming its role as a leading industrial, seaport, and logistics center in the North.

In the 2021-2025 period, foreign direct investment (FDI) attraction in Hai Phong reached 20.2 billion USD, 1.89 times higher than the previous period; on average, 3,384 new enterprises were established each year, with the private sector accounting for 86.3% of the investment capital implemented in the area. Foreign direct investment (FDI) attraction in Hai Duong reached 3.85 billion USD; the number of newly established enterprises increased by an average of 6.5% per year; the private sector accounted for 85.1% of the investment capital implemented in the area.

During the term, Hai Phong city proposed 3 breakthroughs, Hai Duong province proposed 3 breakthroughs and 3 key projects. The two provinces and cities focused on directing and prioritizing resources for the implementation of the breakthroughs and key projects; they were basically implemented, closely following the progress and achieving results.

After the merger, Hai Phong city has the third largest economic scale in the country; gradually forming regional linkage axes, synchronously developing transport, industrial, urban and service infrastructure, opening up many strategic growth drivers, creating an important foundation for the city to make a strong breakthrough in the coming period.

Identify targets and 5 breakthroughs for the 2025-2030 term

The Hai Phong City Party Committee sets the goal by 2030: To build Hai Phong into a modern, civilized, ecological and livable industrial seaport city of the Southeast Asian region; a pioneer in industrialization, modernization, digital transformation, green transformation and innovation; a leading center of marine economy, high-quality tourism, services - logistics and clean energy in the country, an international center for training, research, application and development of marine science and technology.

People's material and spiritual life is improved, social security and welfare are comprehensive, approaching typical cities in the region; national defense, security, social order and safety are stable.

The city's Party Committee and political system are united, have leadership capacity, high fighting spirit, and have exemplary cadres in terms of mettle, intelligence, and aspiration to contribute; taking the lead in building a model of Socialism associated with Socialist people.

The City Party Committee strives for the annual admission rate of new Party members to reach 3% or more of the total number of Party members; by the end of 2027, 100% of commune, ward, and special zone governments will be recognized as meeting the "Friendly Government" standard and 100% of city departments, branches, and sectors will be recognized as meeting the "Friendly Office" standard.

GRDP growth in the 2026-2030 period will reach an average of 13%/year or more, striving to reach 14%/year; GRDP per capita in 2030 will reach 11,247 USD/person. State budget revenue in the area by 2030 will reach 245,500 billion VND.

Total investment capital implemented in the area in the 2026-2030 period will reach 2.4 million billion VND. Export turnover is expected to reach 75 billion USD or more by 2030.

To achieve the above goals, the city implements 5 strategic breakthroughs: Comprehensive digital transformation in all fields; effectively implementing Resolution No. 226/2025/QH15 of the National Assembly on piloting a number of specific policy mechanisms for city development, especially the new generation Free Trade Zone; perfecting the city-wide planning system; building Hai Phong into a regional and international center for sea tourism, culture and heritage; investing in education and training, developing high-quality human resources associated with key industries./.
