As AI becomes increasingly present in many fields, AI ethics is no longer an option, but the foundation for building social trust in the digital age.
Vietnam is undergoing a rapid and impressive digital transformation. The digital economy is growing at over 20% per year, three times faster than GDP growth, making it one of the fastest growing digital economies in Southeast Asia.

According to the Oxford Insight 2023 report, Vietnam ranked 39th out of 193 countries in terms of readiness to apply artificial intelligence (AI). This is a significant step forward, especially in the context of businesses increasingly proactively applying AI to their operations.
As one of nearly 500 students attending the first "AI Ethics" course in Vietnam organized by the ABAII Institute in collaboration with the US Embassy, Ms. Nguyen Hong Minh, Network Development Director of InterEdu Education Organization, highly appreciated the role of responsible use of AI, especially for policymakers and business leaders when implementing AI strategies in the organization.
Ms. Nguyen Hong Minh said: "I regularly use AI in my work and currently work directly with teachers, schools and students nationwide in bringing Microsoft technology, especially artificial intelligence, to schools. There are many AI users, AI courses are 'blossoming like mushrooms after the rain', but AI ethics courses have not been mentioned yet."
According to experts, learning and understanding AI ethics is a prerequisite, especially for policymakers and business leaders. With clear ethical standards and legal frameworks, Vietnam will gradually build a human resource for responsible AI development.
Mr. Nguyen Tran Minh Quan, Legal Director of the Vietnam Blockchain Association, said: "Currently, in the US, they build a national strategy on artificial intelligence first. From there, they set out regulations and standards that need to be protected as human rights. Since 2019, we have had a declaration on human rights in the field of AI. Policies need to balance between promoting development and controlling risks."
Mr. Le Linh Luong, Deputy Director of the Institute of Blockchain Technology and Artificial Intelligence, shared: "We hope that the expansion of AI application fields will go hand in hand with the responsibility of policymakers as well as software developers in developing and using AI in social life."
In Vietnam, the National Strategy on Research, Development and Application of Artificial Intelligence to 2030 under Decision No. 127 of the Prime Minister dated January 26, 2021, has emphasized training on AI ethics and policy as one of the main pillars.
