The Ministry of Science and Technology (MOST) affirmed that it always seriously and comprehensively implements the provisions of the Law on Promulgation of Legal Documents (LDL), regularly inspects, reviews and systematizes documents, ensuring the consistency, transparency and effectiveness of the legal system in the field of S&T.

On the afternoon of November 3 in Hanoi, Deputy Minister of Science and Technology Bui The Duy worked with the Interdisciplinary Inspection Team on the work of inspecting, reviewing, systematizing and processing legal documents, headed by Deputy Minister of Justice Phan Chi Hieu.

At the working session, reporting to the Inspection Team, the representative of the Ministry of Science and Technology said that since before the merger, the work of building, inspecting and reviewing legal documents has always been identified by the Ministry as a key task, carried out professionally, in accordance with procedures and authority, thereby ensuring the unity, transparency and stability of the sector's institutions.

Every year, the Ministry of Science and Technology issues a plan to inspect and review documents to evaluate their effectiveness and efficiency, and at the same time publicizes the list of documents on the electronic information portal.

In the period of 2019 - 2023, the Ministry of Science and Technology issued two plans to systematize documents for both the fields of Science and Technology and Information and Communications. After the merger, the Ministry continued to perfect its internal institutions, promulgate regulations governing the inspection and review of legal documents, and coordinated with BKAV Company to test the application of artificial intelligence to serve the document review work.

According to statistics, from 2022 to October 15, 2025, the Ministry of Science and Technology self-checked 149 circulars issued by the Ministry and found no errors. The Ministry also checked 761 documents under its authority, thereby promptly detecting and handling contents that did not ensure the consistency and synchronization of the legal system.

Regarding the recommendations of the Ministry of Justice, the Ministry of Science and Technology has proactively reviewed, revised, supplemented or abolished inappropriate regulations; at the same time, requested relevant units to learn from experience, improve responsibility and quality in the process of drafting documents.

The representative of the Ministry of Science and Technology emphasized that the Ministry always seriously performs assigned tasks and promptly handles documents with signs of errors; but also frankly admits that implementation resources are still limited, while the specialized nature of the field of science and technology makes the work of detecting and handling errors not really timely.

Currently, the Ministry of Science and Technology is focusing on developing documents detailing the implementation of 5 laws passed by the National Assembly at the 9th Session, and at the same time preparing for the implementation of 5 new laws expected to be passed at the 10th Session. The Ministry will continue to regularly review the system of circulars and guidance documents, ensuring the synchronization and unity of the legal system of the science and technology sector.

At the working session, delegates exchanged and discussed the work of inspecting, reviewing and systematizing legal documents at the Ministry of Science and Technology; analyzed the causes of existing problems and limitations and proposed solutions to improve the quality, effectiveness and efficiency of the work of drafting and promulgating legal documents of the Ministry.

Speaking at the working session, Deputy Minister of Science and Technology Bui The Duy thanked the Inspection Delegation of the Ministry of Justice for supporting and assessing the current status of document issuance at the Ministry of Science and Technology; at the same time, he affirmed that the Ministry of Science and Technology will direct units to promptly overcome limitations and complete plans to handle documents showing signs of inappropriateness.

Concluding the working session, Deputy Minister of Justice Phan Chi Hieu acknowledged the serious preparation and effective coordination of the Ministry of Science and Technology. At the same time, he highly appreciated the Ministry's efforts in building and perfecting the law, especially the proactive, open-minded and responsible spirit of the specialized units.

Deputy Minister Phan Chi Hieu requested the Ministry of Science and Technology to continue to strengthen self-inspection, strictly handle erroneous documents, enhance the responsibility of collectives and individuals, and seriously and comprehensively implement the Law on Promulgation of Legal Documents, considering this a regular and fundamental task in state management of science and technology. The Deputy Minister also requested the Ministry of Science and Technology to continue to strengthen inspection work, promptly detect and handle erroneous documents, and enhance the responsibility of collectives and individuals in the process of developing and promulgating legal documents.

Deputy Minister Phan Chi Hieu emphasized that the Ministry of Science and Technology needs to seriously and comprehensively implement the Law on Promulgation of Legal Documents, considering this a regular and fundamental task in state management of science and technology; at the same time, promote the mechanism for receiving and handling feedback and recommendations from people and the press, and urgently resolve 8 recommendations that have been transferred through the system of the Ministry of Justice.

The inspection team acknowledged the recommendations and proposals of the Ministry of Science and Technology and affirmed that it will continue to coordinate, accompany and support the Ministry in the process of performing its tasks, removing difficulties and obstacles within its authority; at the same time, synthesize and report to competent authorities on contents beyond the scope of handling./.
