With the continuous efforts of the Party Committee, government and people, Hoa Chau commune was recognized as meeting new rural standards in 2013. Traffic routes, village roads, and intra-field roads are concreted, creating favorable conditions for localities and people to develop production and easily transport agricultural products.
In particular, thanks to the mobilization of people's strength in building new rural areas, many projects with the motto "The State and the people work together" have been invested in and put into use. The material and spiritual life of the people is increasingly improved, approaching the urban area.

At the same time, digital transformation and information technology application will be implemented to introduce and promote relics, ancient houses, and traditional crafts in Phong Nam village. From there, Phong Nam village will be built to become a model village with its own identity.

In addition to the synchronous investment in the transportation system and infrastructure, the most obvious change in Hoa Chau in recent years is the production method. People no longer grow rice and other crops alone, but have actively converted to new and suitable crop and livestock structures, increasing the value of agricultural production per unit area and diversifying occupations to increase income.

Mr. Hung said: "The core of building new rural areas is to increase income, thereby improving the material and spiritual life of farmers. Therefore, in recent times, the commune has made efforts to promote a fairly high economic growth rate, shift the economic structure in a positive direction, increase the proportion of trade - services and small-scale industry".
In 2023, the total production value of the whole industry is estimated to reach 1,819.14 billion VND, an increase of 15.93% compared to 2022, reaching 101.43% compared to the Resolution of the People's Council of the commune. Of which, the value of the trade - service sector is estimated at 1,191.72 billion VND, small-scale industry and construction is estimated at 557.02 billion VND, agriculture is estimated at 70.40 billion VND.
To improve economic efficiency in agricultural production development, Hoa Chau promotes the application of science and technology, develops high-tech agriculture, organic agriculture; supports cooperatives and cooperative groups to link production and consumption.
During the Lunar New Year of Quy Mao 2023, Duong Son Flower Cooperative sold more than 36,000 flower pots of all kinds, earning more than 7.1 billion VND in revenue (an increase of 82.76% compared to 2022). In 2024, the commune will complete the plan to develop Duong Son flower area into an eco-tourism destination, serving tourists to visit and experience.

Currently, there are 956 production and business households in the commune, an increase of 71 households compared to the end of 2022. The situation of trade and service activities in the area is basically stable, households are concentrated on Pham Hung, DT605, Nguyen Hong Anh, National Highway 1A, Nam Cam Le bridge residential area, supermarkets, and markets are all operating stably, continuing to focus on investing in production and business activities to increase income.
Along with creating conditions for organizations, individuals, and households to borrow preferential loans to invest in developing production and business in industries such as mechanics, woodworking, and garment manufacturing, Hoa Chau commune also guides and supports the maintenance of production in traditional industries such as Quang Chau sesame crackers, Thi Chung rice paper (Dong Hoa village), and rice cakes and rice paper (Phong Nam village).
In addition, the commune also focuses on implementing sustainable poverty reduction for people with practical solutions, creating jobs for hundreds of local workers.
In addition to socio-economic development, Hoa Chau also pays attention to ensuring environmental sanitation, regularly maintaining the movement "Green - Clean - Beautiful Sunday", the model "Garbage-free Village", "Environmentally friendly Village and Commune", classifying waste at source, strictly handling acts that cause environmental pollution....
